• The project was proposed by the head of the Regional Center for Internet Technologies Sergey Grebennikov during a meeting of the supervisory board "Russia - a country of opportunities". According to Grebennikov, if you now take a taxi and successfully drive it, “this (information - The Bell) will not go anywhere”, but “if something goes wrong, there is a negative that we will begin to broadcast (on the Internet - The Bell)". He suggested launching a contest to encourage Internet users to share positive emotions more often. “Then the country will become kinder,” the Internet expert explained.
• Putin reacted with enthusiasm. He laughingly told the story of his acquaintance, who failed to invite journalists to the opening of the constructed bridge - the editors explained that they would come if the bridge burned down. “Therefore, what you just said is a really important thing: not to brag, not to laugh at your finger like fools on every occasion, but to show some positive things,” the president said.
• The initiator of the project, Sergei Grebennikov, explained to The Bell that so far only the ideological essence of the project has been worked out, but not the mechanics. “Most likely, this will not be a contest, but just a social action, the essence of which is for people to share their positive news with the hashtag #happiness”. According to him, the organizers of the project can turn to social networks so that such publications go into trends.

Context. In the summer of 2018, Putin was already complaining about the lack of positive content on social media. And in December, at his annual press conference, he said that the authorities are allocating 400 million rubles to support the creation of positive content on the Internet.
