Severodvinsk: The Ministry of Defense does not want to pay for the submarine "suburbs"

The court ordered the Ministry of Defense of Russia to return a debt of 6.7 billion rubles to the Zvezdochka ship repair center. The reason for the trial was the carrier of the AC-12 nuclear power plant, known as "Lorsarik", at which 14 submariners were killed in July 2019. The Ministry of Defense refused to the end to pay for its modernization.

Atomic deep-sea stations, the AS-12 type cannot go on long-distance swimming. They are transported to the place of research by a large nuclear submarine of special purpose. The station in the campaign is attached to the lower part of the submarine. Since 2002, such a carrier for “Lnet” was the BS-136 Orenburg boat, but in 2015 it was put for repairs.

For almost two years, the “horseman” and other stations had no carrier until the BS-64 “Moscow Region” boat was lowered into the water. On its modernization, "Asterisk" spent 12 years. The submarine completed several exits to the sea to check the serviceability of all systems and mechanisms. The test results showed that the technical characteristics of the ship correspond to the parameters laid down in the project.

Nevertheless, the Ministry of Defense, with whom the contract for the repair and re -equipment of the submarine was concluded in 2004, refused to fully pay for the work performed, citing the lack of money in the budget. The shipbuilding enterprise decided to return the missing 6.7 billion rubles through the court.

The main argument of the Ministry of Defense was a violation of the deadlines for the supply of the order. The contract indicated a specific date-November 25, 2016, but the acceptance certificate was signed only in June 2017. As explained in the "Asterisk", the reason for the delay was the inability to conduct separate tests of the submarine (for example, going to sea with an excitement of 6-7 points and checking torpedo weapons). The joint decision of the Ship Repair and the Ministry of Defense transferred them to 2017-2018, and the elimination of comments largely depended on the federal department.

During the trial, it turned out that the Ministry of Defense had the opportunity to foresee the remaining 6.7 billion rubles in the budget and pay them to the "star". The department simply did not. The court sided with the center of ship repair. At the same time, he supported the oncoming lawsuit of the Ministry of Defense, which asked to recover a fine from the enterprise for violating the terms of the contract. True, reduced it from 792 to 31 million rubles.

The Ministry of Defense filed an appeal against the decision on the lawsuit of the "star". The trial is scheduled for November 6.
