We are talking about a revised version of the bill on identifying email users, which Klishas and his co-authors submitted to the State Duma in July of this year. According to it, users of postal services must provide their phone number. The authors emphasized that it is aimed at “combatting mass mailings about false mining.” The bill was later withdrawn for revision.

Klishas told Interfax that the new version of the introduced law assumes that the state will block not individual messages with prohibited information, but the mail user himself who sends it. In addition, according to Klishas, ​​mail services have the right to view any user messages for possible blocking.

The Code of Administrative Offenses is also amended to impose a fine of up to 1 million rubles for mail services that violate the requirements of this law, similar to the liability for instant messengers.

One of the largest postal services in Russia, Mail.ru, previously criticized Klishas’ project: the company argued that it would discriminate against Russian services, since foreign ones would ignore this law.
