

The problem of deanonymization of the security forces, who cannot be identified, sharply worsened after the Moscow protest of this summer.
Millions of citizens, thanks to social networks, personally saw how well -armed and cosmonauts armed in the armor, with cruel zeal, they hit with batons, boots and fists of peaceful and unarmed people, whose only “sin” was dared to go out into the street and demand honest elections and registration of candidates for deputies for whom they gave their signatures.
The indignation reached the peak when the video was published, where one of the security forces beats on the liver Daria Sosnovskaya. The guilty - at least officially - have not yet been found. Like others, who beat and crippled civilians on the streets of Moscow and other cities: it turns out that it is extremely difficult to establish!

The Federal Law “On Police” obliges a police officer serving in public places, firstly, to introduce themselves to citizens from whom he requires something. And secondly, wear a special badge (token) with an individual number.
Just introduce themselves to the citizens whom they disperse and beat, the police, as a rule, “forget” (and the law does not establish responsibility for refusing to introduce themselves), and the tokens that they wear are such that the policeman’s identity almost never succeeds. The same tokens are “shut up” so that the number cannot be disassembled, they are hidden behind uniforms, then there are simply no options - there are many options ...
As for the Russian Guard, it is even worse with it: in the Federal Law “On the Troops of the National Guard of the Russian Federation” there is neither the obligation of the Russian Guards to be presented to citizens, nor the obligation to wear badges. Moreover, in the law there is not a word about any of their obligations-only about authority.
In the summer of 2019, almost two hundred thousand signatures “The Law Number” initiative appeared on the Internet - about the need for all security forces to wear on the form of well -distinguished numbers, which can then be installed.
In August, a senator, a former Commissioner for Human Rights and one of the founders of Yabloko, Vladimir Lukin introduced a draft change to the laws of the police and the Russian Guard - on the obligatory wearing by police and the Russian Guard, carrying out the service in public places, identification numbers on uniforms, which should be clearly distinguishable and allow us to establish the personality of these employees in these employees In case of any conflict and the need to conduct inspections of the legality of their actions in relation to citizens.
Representatives of the Russian Guard then replied that they would “study” the initiative, and want to find out how much this is linked to the security of their fighters, for whom, they say, the disclosure of their personalities is dangerous.
But the Lukin project does not threatens the safety of the Rosgvardists, but their impunity, which is ensured by the current “anonymity”.
Moreover, one gets the impression that the extreme cruelty of security forces on protests is associated precisely with the fact that they are given guarantees of impunity: fulfill the order - and you will not be anything for this!
Meanwhile, it is necessary - to be "".
So that for any lawlessness, for any beating of civilians, for any mockery of them would have to be answered. Personally. In law. Unable to hide behind masks, helmets and hare.
The Lukin Law is needed for citizens who must have the right to establish, who beat them or detained them - to achieve the legality of these actions and punishment in case of establishing violations of the law. This does not mean that identification numbers should be open - but the police and the Russian Guard will be required to provide information about this person on this number at the request of the court, investigator, prosecutor, ombudsman or other official conducting the audit.
And in the same way, the Lukin’s Law is needed for the police and the Rosgvardists themselves - so that it is only about those who really violated the law. So that there are no situations when one of them is suspected without reason-and there is no evidence yet, and the name of the suspect is already widely “walks” over the network.
The Lukin Law is needed so that provocateurs who put their forms without identification marks could not appear, and on purpose, in order to provoke riots or response violence - the participants in the public campaign.
Finally, the Lukin Law is also needed for the security of the “security forces” themselves: the time will certainly come when it will have to be responsible for illegal violence against civilians. Before the law and the court. And they are the first to then be interested in answering only those who are really guilty. And not all in a row people in the appropriate form. As it was already in our and not only our history.

And also about anonymity: in Moscow, activist Alena Popova filed a lawsuit to ban the recognition of the faces of citizens using video cameras, which are more and more installed in Moscow.
It turns out a paradox: the security forces do everything to maintain anonymity - and those whom they seem to be protected are totally recognized with the help of the chambers established by the authorities.
In fact, this means illegal surveillance of citizens and collecting their personal data - without any court decision.
Well, what does Victor Zolotov offer us in the draft of his order?
No more than imitation of deanonymization.
It is proposed to oblige the Rosgvardists to wear approximately the same tokens as that of the police - instead of clearly distinguishable numbers on the form and helmets.
The size of this token is quite small, and it, just the same as in the case of the police, will easily be hidden from observation.
The personal number on this token takes up a little space, and it will be as difficult to recognize it as the number on the police canteen.
Nothing will prevent this token allegedly or get dirty - after which the Rosgvardean will not be established at all. And so on and the like.
Finally, about the obligation of the gendarmes to be presented to citizens of speech in the draft order of Zolotov and is not at all - this, apparently, is considered excessive luxury.
Most likely, this project appeared solely in order to, referring to it, block the Lukin Law.
To say: we do not need the law - the Rosgvard itself has already responded to the requirement of the company, took the necessary measures, if necessary, it will be possible to establish the identities of those who brutally treat citizens ...
As a rule, nothing can be established - for the above reasons.
The draft order of Zolotov was written not so that it was possible to establish the individuals of those who applies violence against civilians - but in order to cover them with responsibility.
It is precisely the law, not the order. The law introduced by Senator Vladimir Lukin is not the order written by the Army General Zolotov.
Only then will every “astronaut” think three times - should unarmed citizens need to beat, if then they can be severely punished for this? And is it necessary to protect not citizens from criminals, but power from citizens?
