The environmental zone of the nature monument “Peninsula Megan” is redrawn in the interests of an unknown investor, hiding behind the youth forum “Taurida”

In the spring of this year, the Tavrida youth forum (operates since 2014 under the auspices of Rosmolodezh) changed the location, having received more than 50 hectares of the coastal marine territory under the pike perch-between the Alchak-Kaya Mountain and the Magan Peninsula Mountain. Simultaneously with the survey of the territory of the youth art-klaster (as the Tavrida forum is now positioning), information on the assignment of cadastral numbers with a total area of ​​more than 30 hectares located on the territory of the environmental zone of the peninsula recognized as the natural monument to the Supreme Council of Crimea in December 2007 (disposal No. 708-5/07 dated December 19 of December 19 dated December 19 of December 19 dated December 19 of December 19 of December 19 is now positioned). 2007).

In August, the Ministry of Ecology of Crimea sent a new project of the environmental zone of the peninsula to the city administration of Sudak, in which its borders increased in the northeast and decreased in the West, approaching the slopes of Mount Megan. As a result, from the west, a monument of nature, in fact, lost a part of the environmental zone - a spacious section of the coastal steppe strip with a length of 1 km from north to south and about 500 meters from west to east.

Who benefits?

In whose interests, the environmental protection zone has occurred - it is still not clear. Different sources call several interests. According to the former deputy of the City Council of Sudak Sergey Shchavlev, Meganom may grow the Tavrid youth forum - such prospects were discussed in the deputy corps of the last convocation. In social networks, information is actively discussed that the desert steppe section with the sea coast, which has protection status, absorb the structures of Sberbank. However, no one can cite this evidence. Still others see the actions of the city of Sudak the interests of a group of local businessmen grouping around the former mayor of the city and until recently, Deputy Prime Minister of Crimea Vladimir Serov. It is not yet possible to find out this issue from Mr. Serov, because, as the media write, he is hiding from the investigation.

The alleged format of using the plots suggests that all of them are intended for development - so far, as indicated in the specifications, business and tourist infrastructure.

“We are well aware that the actions of the executive branch are carried out in accordance with those orders of the federal level, not our subject, which are implemented in the interests of a certain customer,” the former deputy of the city council of the municipal district of Sudak, who asked not to call his name, told Novaya Gazeta. - The initiative to introduce cadastral numbers to the State Register always comes from the future owner or user of the territory when coordinating the land plot with the municipal authorities. To agree on a land plot, you need to go through procedures that are in the competence of local authorities, and if they cut such land plots, it is clear that they already have the future owner. Further, the plots will either be transferred to the category of federal property or sold to a private investor through the auction. ”

We grow up by an art-cluster

If the territory is prepared under the Taurida forum, then the question arises: why does he need it? After all, the art klaster already received for the use of 50 hectares is quite enough-all the necessary infrastructure is freely located in the existing territory, which is visible with the naked eye. The camp without problems accommodates the maximum composition of participants in 400 people at the peak of the holiday season. And neither in the declared format, nor on the capabilities of local budgets, which are obliged to send participants in the forum to the place of its own, the prospects for its expansion are not seen.

Even if you make the forum year -round, the prospects of which are discussed by the backstage, it is unlikely to be needed by a large territory - and now the movement between objects, scattered through the vast territory, on a scorched steppe under the sun in the summer or permeating cold winds in the rest of the months - not a simple test even for young, healthy and complete enthusiasm of people.

True, there is one circumstance-this is the time of the Tavrida-ART festival, when the territory of the art-cluster expands to art quarters and temporary placement of guests in tents (for these purposes, the forum rented an additional 6 hectares of land from the city). This year, according to the forum’s press service, the festival hoped to accept about 30 thousand guests. But the federal center sets the goal of taking up to 100 thousand, which, of course, will raise the question of additional areas.

It, of course, looks absurd - for the sake of several days of the festival, open the virgin fields for concert venues, which then turn into sources of dust storms.

But the experience of this year showed that for the sake of set goals, the organizers of the festival are ready to make such victims - the guests suffered dust storms, but did not refuse to attend concerts of domestic popes. Answer the questions of the Novaya Gazeta, whether the Tavrida forum plans to expand at the expense of the environmental zone of the Megan Peninsula, nor the forum curators, nor its leadership was deigned.

The vague rumors and the absence of a clear idea of ​​who and why the territory is transferred, and the reserve, when they were just deprived of several kilometers of the coast transferred to Tauride, cause a wave of indignation among local residents. At the same time, attention is drawn to the special cynicism of enterprising dealers who dissolve rumors about the high interests of the capture of the environmental zone-whether it is the Taurida forum or officials of the federal level. Without waiting for the completion of the agreements, they began the sale of the disputed territory: one of the sections with an area of ​​5 hectares is offered on the site for the sale of real estate “Avito.ru” for the amount of 67 million rubles. “Come, all the documents are available, we will issue it very quickly,” the master explained, whose phone number is indicated in the announcement as contact. Sale is accompanied by a presentation video showing all the advantages of the area .

The birds are sorry

But all this does not interfere with the Ministry of Ecology of Crimea to coordinate the change in the boundaries of the environmental zone, after which the monument of nature will lose the coastal steppe - an important element of the biocenosis of the natural monument. And this place is both the decoration of the landscape, and the favorite resting place for local residents. And the fact that the territory is recognized as a protected, not empty formality.

To recognize the coastal steppe, adjacent to Mount Megan, the environmental zone, at one time by scientists, ecologists, and authorities, a huge work was carried out.

The protective status of the peninsula by Megan was formed in difficult conditions of criminal and interethnic conflicts of the 2000s, when the self-seals of the land in the Crimea were commonplace, after which the captured plots turned into private possessions.

Then the public and local authorities were able to prove the value of the steppe zone of the peninsula Megan, which, in combination with the mountain massif and the sea coast, forms a unique natural landscape. The area and outlines of the boundaries of the territory of the natural monument and its security zone were determined according to the results of scientific research, environmental examinations and assessments performed by the Yalta Institute of Ecology and Design in 2002. According to the expert opinion, the boundaries of the environmental zone from the West were limited to natural landmarks: roads with solid coating to the settlements of the Bugaz and the Solnechny Valley. Based on the logic of natural landmarks, the boundaries of the natural monument with a total area of ​​850 hectares were also determined, which were approved by the order of the Supreme Council of Crimea No. 708-5/07 of December 19, 2007.

The special value of this territory, according to ecologists, is that it is an important link in the migration chain of birds. From Cape Megan - the shortest distance to Turkey, and it is through the protected zone that the birds lay their route (here are quails, steppe larks and other birds are gaining strength before a distant trip).

Any economic activity in this territory, according to environmentalists, will lead to the destruction of a unique ecosystem. Even such an insignificant activity of a person on a conditionally defined 100-meter coastal strip, where the pike perch administration rents plots for seasonal cafes and objects of tourism infrastructure, causes tangible harm to the guarded zone. “More recently, the grass cover extended to a break in the coastal edge, now the coastal strip is a naked wasteland,” the ecologist, who wished to keep his name secretly, fearing troubles at work, notes. - Now imagine what will happen when construction equipment starts to work here! ”

“The whole earth that excavators will be lifted will be at sea, and we can only remember the once clean bay with transparent water and rich vegetation.”

The local residents who were concerned with unclear prospects turned to the supervisory authorities, with written requests to the head of the city administration of Sudak Andrei Nekrasov, to the head of the Republic of Crimea Sergey Aksenov, wrote an open letter to President Vladimir Putin - with a request to preserve the existing boundaries of the environmental zone. The leaders of the regional authorities say that they are aware of the situation, it is under control. And they ask not to worry. However, there is something to worry about. It is enough to recall the practice of the coastal strengthening and improvements of the eastern steppe coasts of Crimea, the same Koktebel bay suffered greatly after the “improvements” of 1960-1970.

“In the ecology, there is a concept of a bifurcation point. For example, there is a reduction in the width of the beach as a result of the development of the coast at a speed of 0.3-0.5 m per year. Gradually, the beach is reduced to 8–9 m. This is a threshold value, when one event is enough, for example, a strong storm, so that the entire beach is pulled out,-the geographer-ecographicologist Rustem Akabadyrov specifies the problem. - Natural beaches do not need coastal bonding. The sea water area in the process of excitement, especially in the storm, sees the beach material. In natural conditions, it is compensated by the receipt of new portions of the rock. But the city with its roads, buildings, concrete embankment blocks land. As a result, the width of beach sediment is reduced. And when the beach is reduced to 9 or less meters, its death is only a matter of time. We observe Meganic beaches as the Taurus saw them. All that they need for preservation is under any pretext to prevent the coastalization. ”

Local residents are also afraid that if the coast is included in the Tauris art cluster, they will lose free access to the seashore here-by analogy with the territory of Artek. According to the sources of Novaya Gazeta, discussing with deputies the prospects for the development of the youth art klaster, the head of the city administration Andrei Nekrasov assured them that the coastal line of the territory allocated to Tauris would remain free to access the townspeople. However, in reality, everything turned out wrong - the shore for an outsider is closed.

As explained in the Ministry of Ecology of Crimea: there is a violation of the Water Code, but the territory is closed in accordance with the Decree of the Government of the Russian Federation dated 03.25.2015 No. 272, which allows to enclose coastal territories and carry out a bandwidth in places of mass accumulation of people. At the same time, as officials write, the protection of the object should correspond to the nature of the threats, namely, the presence of “data on the perfect and prevented terrorist acts in the subject of the Russian Federation (municipal education), in the territory of which there is a place of mass stay of people”. However, no one can recall when in Sudak there were at least attempts at terrorist attacks.

Megan-Sos

To resolve disputed issues at the end of June, a meeting of deputies with officials of the city administration was held, to which representatives of the Taurida forum were involved. An agreement was reached on the creation of a working group and the preparation of a joint memorandum, in which the interests of local residents would be guaranteed. However, things did not go beyond intentions. “It seems that the officials decided to pull the time, in the calculation to go through the necessary agreements and thereby ensure the legitimacy of the economic development of the environmental zone,” said one of the activists, collecting signatures for maintaining the environmental status of a territory adjacent to Mount Megan.

In order to draw attention to the problem, local residents laid out of stones on the slope of Mountain Megan Hashtag #Megan-Sos (this is the name of open groups of the defenders of the environmental zone in social networks). We conducted a subbotnik - several garbage trucks were taken out of the reserve. But on the eve of the opening of the Tavrida-ART festival, activists fell under hard pressure.

The flash mob, during which people in their hands were synchronously broadcast SOS in their hands, the Sudak administration appreciated as an inconsistent rally.

As a result, Igor Savchuk, who invited the members of the Megan-Sos group to the flash mob, was fined 20 thousand rubles by decision of the court. Some participants spent several unpleasant hours in conversations with law enforcement officials.

Fortunately, the leaders of the Taurida forum decided, bypassing social networks and the media, to find out the intentions of the defenders of the meganoma and, having talked with people, learned to relieve that activists do not oppose the youth forum, but specifically for the preservation of the environmental territory. The general director of the Tavrida forum Sergey Pershin assured the participants in the meeting that the art claster does not intend to absorb it. True, in his interview with the media, he previously stated that the forum intends to expand within the territorial borders. The same in communication with journalists was confirmed by the employees of the press center of the forum, specifying that so far they occupy 50 hectares and plans to master 200 hectares. A simple logic for assessing the territory adjacent to the forum shows:

The art cluster can expand only towards Meganom (from the west its expansion is limited by the treatment facilities of pike perch, from the south-the sea, from the north-the mountain of St. George).

During a round table held in September, the Sudak administration with the participation of representatives of the Ministry of Ecology of Crimea and the defenders of the environmental zone of Meganom, it turned out that the ministry recommends moving the boundaries of the environmental zone of the natural monument on the basis of the recommendations of the Technochimkomplekt company, hired by the village council of the Solar Valley. Technochimkomplekt made a formal displacement of the boundaries of the environmental zone, reducing it in the west and cutting the same territory in the northeast. Such free treatment of the environmental zone experts who took part in the round table seemed strange. Gennady Samokhin drew attention to the executive director of the Crimean branch of the Russian Geographical Society that the environmental protection zone was eliminated where the natural monument is experiencing the maximum anthropogenic load (from the western side), and increased where it is practically no. And he recommended the Sudak administration not to coordinate the option proposed by the Ministry of Ecology.

“We demand that the environmental zone of the nature monument“ Peninsula Megan ”remain within its former borders,” the activists who were present at the round table told Novaya Gazeta. - We demand that the administration of the city of Sudak initiate amendments to the general plan of the city, excluding the sections of the environmental zone of the peninsula Megan from economic development, and the exclusion of these sites from the data of Rosreestr.

The need to preserve the security status of the specified territory also speaks of the deputies of the city council of Sudak. “I believe that the territory, which under Ukraine was given the status of a natural monument, cannot be transferred or given to anyone. If it is handed over to anyone, I am convinced that she will be built up in the interests of those people who are behind this, one of the deputies told Novaya Gazeta. “We cannot go to this, since this territory is one of the favorite places for recreation of the Sudakchan and guests of the city.”

“This is the piece of land that is famous for the beauty of its pristine landscape, special nature and virgin purity. His security status should be preserved. ”

More than 100 years ago, in September 1916, the artist Alexander Benois published an article “After Crimea” in the newspaper Schu, in which he shared his impressions of the trip and the strong impact that was a stay in the vicinity of Mount Megan. Here, Crimea is “rather strict, deserted, not even devoid of sorrow, it is the full contrast of this and at the same time some world of marvelous, pure forms,” he wrote. - This is Crimea - Thevaida, this is the Crimea, a related to Riviere, but by Attica or the mountain plateau of Spain. «Именно из Капселя, Меганома и прилегающих местностей надо бы сделать русский Jellowstone Park, придать бы этой природе-типу значение неприкосновенного музейного сокровища и непременно оставить бы пустыню такой, как она дошла до нашего времени, — настаивал Александр Бенуа. — А то, если не принять надлежащих мер, в несколько лет и это чудо может быть опошлено всякой «городской культурой».

«Не дай бог вырастут тут отели, дачи с минаретами, и пойдет вся эта красота прахом, не останется от нее ничего, кроме воспоминания».

До сих пор территория полуострова Меганом и Капсельской бухты оставалась незатронутой сплошной застройкой. Неужели сейчас «вся эта красота пойдет прахом»?
