On October 11, the Yandex shares collapsed on the Moscow Exchange. If at the opening for securities they gave 2314 rubles, then in the evening they ranged about 1900 rubles - the fall was about 18%. A similar decline began after the opening of trading on the American Nasdaq. The total loss of capitalization of the company for a day of trading is estimated at 100 billion rubles - the last time this happened a year ago when a possible purchase of a part of Yandex was discussed by the Sberbank.
According to Vedomosti, the fall occurred after yesterday's meeting of the State Duma Committee on Information Policy. There, until the evening (when the Moscow Exchange has already closed), they discussed the bill of United Russia Anton Gorelkin, who proposed limiting up to 20% of foreign participation in “significant information resources”, which also include Yandex . If the requirements are not fulfilled, the right to vote foreigners will limit all the same 20%, and the resource will be banned to place advertising.
“We are not commenting on the movement of our shares,” the press service of Yandex said . According to Gorelkin, the bill will also affect Mail.Ru Group. Their shares on the London exchange fell by 3%. Sources of Vedomosti claim that the document was entered at the request of the presidential administration.
At a meeting on October 10, State Duma deputies did not make a unequivocal decision on the fate of the bill. The head of the committee Leonid Levin announced that they would collect proposals until October 20, and the decision to support or not to support the document will be made in November. At the same time, he confirmed that the main dispute is between the interests of the state and the interests of investors. The government represented by the FAS and Roskomnadzor has already supported the bill.
“Either security, and investments should be postponed, or investments are important, and if we lose them, then all services will cease to exist ... It is extremely important to understand that the committee’s task is to bring positions and finding a balance,” Levin said. Yandex CEO Elena Bunina called the bill discriminatory, as these amendments “shoot in the leg” by Russian technologies.
