The resolution of the Cabinet of Ministers of the Russian Federation will oblige to provide access to the basements of houses for homeless animals

The Government of the Russian Federation has developed a draft resolution obliging management companies (MCs) to keep vents (openings for natural ventilation) in basements and underground technical rooms of apartment buildings (MADs) open for stray animals. This, as TASS reports, was stated in a response letter from Deputy Prime Minister Vitaly Mutko to a question from the Chairman of the State Duma Committee on Ecology and Environmental Protection Vladimir Burmatov.

“The draft resolution proposes to ventilate the basements and technical underground areas of apartment buildings by constantly opening the vent,” says the document, a copy of which is available to TASS. The resolution notes that this measure will allow, on the one hand, to ensure “humane treatment of stray animals trapped in a basement or technical underground,” and on the other, to maintain the required temperature and humidity conditions there.

Burmatov raised the issue of stray animals having access to basements at the end of 2017, noting citizens’ concerns about the current situation. Then he sent a corresponding parliamentary request to the government of the Russian Federation.

The deputy was concerned that many stray animals die in the winter - in the fall they are walled up, closing the basement vents, and in the winter they die from frost because they cannot get inside through them.
