Full video version of the program
Elena Rykovtseva: We have a practical meeting today, because we will always be included in the streets of Moscow. With us in the studio, Mikhail Pletnev, an ideologist, author of the idea of today's action, which takes place at the most crowded metro stations, when everyone who wants to support political prisoners, everyone who wants to be released, goes to pickets. Nikita Ponarin, a civil activist and student of the Higher School of Economics, a member of the Party of Yegor Zhukov, can be so to speak. Alena Vershinina, Radio Liberty correspondent, Alena is now at the Tushinskaya metro station.
Alena Vershinina: Single pickets have been going on near the Tushinskaya metro station for an hour. As the organizers say, by the way, the organizers are local municipal deputies from the Yabloko party, which was finally dark in Moscow, people reacted quite actively, asked, they were interested in what was happening, in support of whom the picketers cost. And not only young people, but also older people. The metro security service, as soon as the first picket got up, immediately activated, they came up, asked what was happening, asked to comply with the legislation on single pickets. When actress Julia Aug got into the picket, a police outfit arrived immediately, young police officers came out and even asked to take a selfie. Julia, why did you decide to take part in this action?
Julia Aug: Because against the backdrop of what is happening in Moscow, in Russia, against the backdrop of “Moscow business”, against the backdrop of “Rostov’s business”, against the backdrop of the “new greatness” case, when we see how people receive real terms for fabricated affairs, we see how Konstantin Kotov, an absolutely law -abiding person who always followed the coordinated rallies that took part in Proceeded by the law of single pickets, he was now convicted of a real term, he was given 4 years in colony, and he will now go according to the stage. Here at this time, when it all happens, I understand that nothing can be done. I feel that it might be from the fact that I go out to a single picket, there will not be much good and use, but I just can’t do it differently, because it seems to me that it is just criminal to inactive.
Alena Vershinina: But still, the main goal is to convey to people so that as many people as possible learn about what is happening with the Moscow Affairs, with other political prisoners. These shares, which are not at the most central metro stations, pass, as you think, will they help?
Julia Aug: I don't think they will help directly. But I stand in a picket, I see people pass by me, some people are just afraid to read. That is, they see and glancing past the poster with which I stand. Someone comes up and asks. Someone knows, I see that he knows about this matter, passes, nods his head and says: "Well, what should we do?" People do not yet believe that something can be changed in general. This is probably the most important thing. The more we go, the more we say, the more we will sow in people at least the hope that we have a voice. And of course, to approach, talk, stand, excite is what we can really, and what we can do, observing the law.
Alena Vershinina: Julia, this episode, when the police arrived, and for once we saw that the police with the people today asked to make a selfie with you. Tell us how it was?
Julia Aug: It was very nice. Yes, I'm talking about the police now - it was very nice. A police car drove up, two policemen got out, greeted. They said: "What is happening here?" I said: "I am standing in a single picket." They told me: "You are not standing in a single picket, there are less than 50 meters next to you." I say: "Well, they are without posters, they are standing without everything. These are just people from the organizers." They told me: "Well, please give me the documents." I say: "Why do you need my documents?" - "Who knows, maybe you are in orientation." I say: "Well, please look at my documents." They took documents from me, and then they say: "Julia Arturovna, can you take a picture with you if, of course, you do not mind?" I say: "No, I do not mind." They photographed, wished good luck. They advised us to behave correctly. And they said that if suddenly someone would offend us so that we would turn to them. And left. They were extremely polite, friendly. It seems to me that they did not feel any hostility towards us.
Anna Vershinina: That's how it all goes near the Tushinskaya metro station. We will now go to another metro station to tell what will happen there.
Elena Rykovtseva: Anna Khlamova is turned on from the Teply Stan metro station.
Anna Khlamova: We are now located near the Teply Stan metro station, here, as in many places, a single picket is being held in defense of the defendants in Moskovsky. There are not a lot of people, about five or six people and a rather calm atmosphere. I managed to talk with some of those who are in the picket, who have already stood. These are ordinary people with an active civic position. They said that their main goal is to inform citizens about what is happening. Passers -by almost indifferently, indifferently pass by the picketers, I managed to ask two passers -by who paid attention to the poster, what they think about it, they said that yes, they are aware of what is happening in Moscow, and aware that there is a “Moscow business”. The police approached the picket participants before my eyes, but did not show any negativity, they asked how many it would continue, the picketers answered that until 8 hours. The police photographed the picketers and moved back.
Elena Rykovtseva: Mikhail, it occurred to you that it would be nice to devote one beautiful evening, as you call it, is this support, is it an enlightenment of passers -by?
Mikhail Pletnev: First of all, probably, enlightenment. There are people with thinking inside the garden ring who go to rallies that come to the AP, standing at the city hall. What happened? Peskov said his branded: "The Kremlin does not interfere." On this, in principle, everything can end. And there are a serious number of people who may support all this. On Instagram, when they started with Pavel Ustinov, my classmates approached me, said: "Misha, can you tell me what is it?" “Mediazone” was read by those who are dedicated to this process, now the “Mediazon” is becoming even more folk media. They initially said that everything turns into courts, now it becomes real, unfortunately. I live in Biryulyovo, every day I am traveling by bus from the Tsaritsyno metro station, many people are traveling with me. Biryulyovo is one of the poorest areas of Moscow, it is more important for people not only the concept of freedom, it is more important for them to survive until the next salary in order to somehow make ends meet. Speaking about “Tsaritsyno”, I am very glad that they were seriously activated there, a queue of five is now standing now. All these people begin to find out about the lawlessness. Which is very important, all this picket policy is not somewhere in the center, at the city hall, on the boulevards, but here is nearby. They see that there is a person who can be approaching, asking what you are playing for, he can tell all these stories about the lawlessness, tell what we oppose so that there are no political prisoners in Russia and so on. Enlightenment of people who may not know about it. The action is about this - to tell. Because in an era when there are practically no normal ways to collect a rally, you need to coordinate and so on, a single picket at the moment is the only possibility of protesting that does not require coordination.
Elena Rykovtseva: Which will not bear administrative responsibility for you when you did not agree on it. In principle, you can get at each metro station, you can generally stand anywhere. But if one is uncomfortable alone, then this is Vykhino, VDNH, Tsaritsyno, Shchelkovskaya, Novogireevo, Teply Stan, Tushino, Petrovsko-Razumovskaya, Preobrazhenskaya Square, South-Western, Academic, Sokol, Timiryazevskaya, Ramenka. Nikita, are you ready to stand in a picket?
Nikita Ponarin: I, firstly, is ready. Secondly, this idea is close to me. Because when we plan some kind of campaign to protect anyone, we rest on a very large resource restriction. I would like to print one hundred thousand leaflets and send volunteers to distribute them throughout Moscow, because this is a really effective way to disseminate information. But we have no money to print one hundred thousand leaflets. Here ordinary people went, and not in one place, which is very easy to disperse, Tverskaya or the presidential administration, it spreads very well. Even if someone is knitted at the same metro station, everyone quickly flowed to the next one. And there you can migrate for a very long time. Therefore, the idea seems amazing to me. We do not know how to blow up the brain to people what is happening, how to reach them, here are such people, such ideas, we find new ways.
Elena Rykovtseva: The main thing is that the people who go by, they, looking around, see that someone does not care.
Mikhail Pletnev: This is a story that politics comes to the periphery. There was almost never this. Perhaps this is the main achievement of the Metropicket action.
Nikita Ponarin: This is our target audience. Those people who can be involved, but they do not go to pickets at the usual time, this is a way to involve them and interest what is happening.
Elena Rykovtseva: Andrei Morev, the head of the Yakiman municipality, joins us. Andrey, you work in an area that you can’t call crowded. How do you feel about the idea of pickets, do you think that they achieve not only information goals, but also this impact on those who make decisions?
Andrei Morev: Two years ago, when independent municipal deputies in Moscow were elected in 2017, in order to interact with each other, several congresses were carried out to make work and interaction with a permanent one, a decision to create an association that will operate between congresses was made at the third congress. To date, it includes more than 60 independent municipal deputies. The largest rally, which took place on August 10, was also organized by members of the Presidium of the Association.
Elena Rykovtseva: What does "independent" deputies mean?
Andrey Morev: We have people who are also members of the party, like I am a member of the Yabloko party, there are non -partisan people. Independent in our case, this is that we are not dependent on the executive and judicial power of the country, which is essentially usurped. Our task is to represent the interests of our voters. That is, in fact, we are dependent on voters, but are not dependent on the system that is built in Moscow and in the state.
Elena Rykovtseva: We continue the conversation about the action. There was the idea of Mikhail, you took up the implementation.
Andrey Morev: A lot of people participated in this process. Ilya Azar, thanks to his media resource, managed to pull up many people. The actors joined famous, writers, Tanya Felgenhauer from famous journalists. In fact, now, after this summer, we see that professional communities are drawn into protest activity. On the one hand, this is a kind of Middle Ages, when each community protects its own, but now the unification of different disparate civil groups is already taking place, together we all protect people who have been into the millstones of this repressive system.
Elena Rykovtseva: Do you regard the rally of picket as possible to influence what?
Andrei Morev: I believe that, unfortunately, when a rally was held in September, 25 thousand people came to him, for some reason the authorities decided that people were not ready to protect those who were in prison. This week we saw a continuation of political repressions, new four arrests, the emigration of Gubaidulin. There is a pressure on us. At the same time, there are shows on television that everyone was purchased, that these were protests by someone paid, that these are terrible people who must be put in jail. People who do not fall into our discourse, another worldview, they see that the state punishes some terrible people absolutely correctly. The main task is now educational, we will show with our pickets, tell the picture of the world that is actually there, the second is the involvement of people. Because the request for justice in the country is very high. These pickets, I think, will continue for a long time until we achieve the release of political prisoners. Of course, pickets are not the only way of pressure, but in our situation it is very important that a completely new layer of Muscovites will be involved, to which we will bring information about repressions in the country that are now taking place.
