Travnikov decided to “defrost” the garbage concession, abandoning the construction of the training ground in Razdolny

The Governor of the Novosibirsk Region Andrei Travnikov announced the “defrosting” of the garbage concession with the condition of changing one of the sites. There will be no construction of a landfill in the village of Razdolnaya, the authorities of the region are selected for the VIS group of another territory.

Andrei Travnikov held a meeting with the general director of the Russian Ecological Operator Denis Butsaev and the leadership of the VIS group about the situation in the field of waste work. The governor recognized some difficulties, and announced the "defrosting" of the garbage concession with the condition of the change of one of the sites.

“I agree that you do not need to stand still. I consider it possible to sign an additional agreement on the “defrosting” of the concession. A plot will be changed along one site due to objective reasons, ”said Travnikov. The VIS group clarified that we are talking about the construction of a garbage training ground in the village of Razdolnaya, which it was decided to abandon.

“There were public protests in connection with the possible pollution of the River of the Alcohol, moreover, the plot proposed by the regional authorities enters the airport glideent zone, so the construction cannot be carried out there. Now we expect that the government of the Novosibirsk region will offer us another land plot, ”Taiga.info told the press service of the VIS group.

Previously, Taiga.info wrote that the authorities of the Novosibirsk region and LLC Ecology-Novosibirsk, part of the VIS group, abandoned mutual claims. The court terminated the case of the lawsuit of the Ministry of Housing and Public Utilities against Ecology-Novosibirsk LLC in July. The authorities abandoned the requirements to change the concession agreement on the construction of two garbage plants in Verkh-Tula and Razdolny.

Ecology-Novosibirsk withdrew a counterclaim on the possibility of building plants and landfills of solid waste in any other place, provided that the volume of investment is preserved.

In 2016, the Novosibirsk Ministry of Housing and Public Utilities entered into a concession agreement with Ecology-Novosibirsk LLC for the construction of garbage sorting complexes and training grounds in Razdolny and Verkh-Tula. The project worth 6.5 billion rubles was designed for 40 years, the incomes of the investor should compensate for the regional budget - up to 2 billion rubles a year.

The Legislative Assembly of the region demanded to terminate the contract after the protests of social activists. In 2017, then the acting governor of travets promised to do this, but the negotiations dragged on. And at the end of 2018, it was already reported that the agreement may not be terminated, but changed, as a result, the authorities filed a lawsuit on changing the terms of the contract.

Ecology-Novosibirsk LLC belongs to the ex-deputy of the State Duma Valentin Bobyrev and the St. Petersburg group "VIS". “VIS”, which also received concession agreements for the construction of the fourth bridge across the Ob and the Seven Clinic in Novosibirsk, belonged to Igor Snegurov and Dmitry Ryabov.

In June, at a meeting of the working group on garbage reform, the deputy chairman of the construction committee of the Legislative Assembly Vadim Ageenko said that the VIS group took a loan of 200-250 million rubles, but was able to block only the first debts of Ecology-Novosibirsk at the beginning of the year.
