
For the first time since 1982, the British parliament has gathered for the Falkland Islands on a Saturday meeting to accept or reject the new agreement of Prime Minister Boris Johnson with the European Union on Brexit. Johnson is strongly configured in case of rejection of a new agreement to leave the EU without a transaction within the prescribed time, on October 31, without any further deferrals. However, the parliamentarians put an amendment to the vote, because of which, in case of approval, Johnson will have to ask the EU again about the delay. Due to the many nuances, complications and options, the outcome of the historical meeting of the parliament and Brexit as a whole is not taken to predict, no BBC Russian service notes.
The British prime minister announced the achievement of a new agreement with the EU on October 17. Most of the agreement repeats the agreements reached by former Prime Minister Teresa May in 2018. The main changes relate to Northern Ireland. According to the new transaction, the UK will obey the current EU standards until the end of 2020, and if necessary, and longer, to enable entrepreneurs to adapt to changes. The country will also have to pay about 33 billion pounds of compensation for exit from the EU.
The rights of EU citizens living in the UK, and British citizens in the EU will be guaranteed. It has changed that Northern Ireland, under a new agreement, will be included in the Unified EU market. The Besstop plan, which, as critics fears, could actually leave the UK as part of the European Customs Union, is canceled. Northern Ireland will remain part of the customs space of the United Kingdom and will participate in any future trade transactions concluded after Brexit.
Northern Ireland will also remain a gate to the EU customs zone. The UK will not impose tariffs for products imported to Northern Ireland if they are not intended for further transportation across the border. The joint commission of representatives of the EU and Great Britain will decide which goods can get to the common market, and the UK will charge customs duties in favor of the EU.

The legislative body of Northern Ireland is the North Irish Assembly, whose work has been suspended since January 2007, once every four years will vote whether these new trade rules are in force. The decision will be made by a simple majority of votes, a majority of votes of both republican and unionist parties are not required.
Insidious amendment. What is carried out for voting
The time of debate in parliament is not limited, while deputies have the right to amend. One was introduced by the representative of the moderate conservatives from the camp of the opponents of Johnson Oliver Lyoltin: it prohibits the agreement with the EU to vote until all the laws necessary for the design of the ordered Brexit are adopted at the plan on October 31.
If parliamentarians support this amendment, the agreement with the EU will no longer make sense to submit to the vote today. The government will try to urgently introduce the necessary laws next week, but the deputies will again be able to make amendments to these laws and, for example, the Labor, they want to take advantage of this in order to oblige the government to issue an agreement on a new referendum, which Johnson categorically opens.
"Amendment of Lyutvin" was carried out for the first vote. If it is not supported, the second paragraph will be submitted to the vote by the actual new agreement on Brexit. If the deal is not supported, the deputies will be offered to vote on the "amendment of Kyle" to withdraw from the EU without an agreement. The amendment obliges to make this decision (if it is approved) to the referendum. Finally, the fourth is the option of “hard” Brexit without a deal, which parliamentarians have previously rejected repeatedly.
If until the evening of Saturday the agreement on leaving the EU will not be approved, Johnson will have to send a letter to Brussels with a request for a delay for at least three months. Voting will begin at 16:30 Moscow time.
Meanwhile, a march is held in London, the participants of which require a referendum under an agreement on withdrawal from the EU.
