The chairman of the board of the international Memorial was fined under the law on foreign agents

Judge of the Tverskoy District Court of Moscow, Alexander Merkulov, fined the chairman of the board of the International and Charitable Society "Memorial" Yan Rachinsky 100 thousand rubles and the society itself 300 thousand rubles under the law on "foreign agents". The protocol against both Rachinsky and the organization was drawn up by Roskomnadzor at the request of the FSB of Ingushetia for the absence of an indication in Memorial’s YouTube channel that the organization was included in the register of foreign agents.

Because of the defense of the chairman of the board of the international “Memorial” in the court hearing, she stated that there was no corpus delicti. In their opinion, there is no need to label each publication separately, since those publications that became the basis for FSB complaints lead to the website or in one way or another reflect the work of the International Memorial website, where there is an appropriate marking.

A representative of Roskomnadzor stated at the court hearing that the lack of labeling “violates human rights to receive complete information,” and the law, in his opinion, obliges the labeling of a foreign agent to be placed on each material, “MBH Media.”

reports According to Polivanova, the FSB of Ingushetia filed a complaint with Roskomnadzor about several pages of Memorial. On July 31, complaints were filed that Memorial International did not indicate that it was included in the register of foreign agents, on its YouTube channel and on its Twitter and Facebook pages. Roskomnadzor presented the corresponding presentations to Memorial representatives in early September.

Later, Roskomnadzor issued new representations to Memorial due to the fact that the FSB of Ingushetia complained about a similar issue about the page and Instagram account.
