Why the authorities believe that everything is in order in our economy. Explanatory note

The indicators of the Russian economy are “at a very good level,” said the Russian Prime Minister. Since the beginning of the year, the incomes of Russians have grown by 0.2 %, Rosstat said. Over the year, the number of dollar billionaires in Russia grew one and a half times, it was 76, it became 110, added Credit Suisse Bank in the annual Global Wealth Report.

According to the speed with which the number of wealthy and ultra -worn people is growing, Russia is included in the three world leaders.

At the same time, according to the same Rosstat, over 10 years (from 2008 to 2019), the Russian economy grew by only 8.8 %. This is half as added by the United States, 10 times less than China, and three and a half times less than the world economy as a whole has grown. This is even less than the USSR added to the most “stagnation”, from 1979 to 1986. The explanation lies on the surface: frantic social stratification, the rapid growth of the income of the ruling elite in combination with the stagnation of the income of all the others against the backdrop of the weak growth of the economy and the rapid growth of government revenues. These are signs of society where a consistent policy of racial or social segregation is carried out.

Examples for imitation

The most striking, “chemically clean” example of the economy with racial segregation is South Africa from the Aparteid. “Aparteid” is not a abusive word, but a political term that means the separate development of different races, white and color, within the framework of one country. In the middle of the last century, South African politicians argued a lot about how to divide the income from the production, processing and export of metal ores, the benefit of the capture mountains store the entire Mendeleev table. In combination with a unique territorial situation, this made South Africa a real “ore superpower”. And then the South African bonzes agreed.

And for the blacks, “Bantustans” were arranged - quite separate states, even with passports, emblems and the police. No one really prevented black to look for a better life in the capital - he only had to get a work permit, hired to white, and could vote for his bosses. The system turned out to be very stable-despite the long-term sanctions regime in which there was South Africa, export incomes were enough for the whites, while the black ones were engaged in “import substitution” in African.

By the way, in Russia they also knew a lot about segregation - but not in racial, but in the class. The driver of the Stalinist economy was not so much gulag as the collective farm. The Stalinist collective farm, which the other day turned ninety years old, was a slyly conceived economic unit. There was nothing free for the collective farmer, he had to sell the state products at a firm low price, and he should have to buy state goods at a high price. The paramedic and the teacher in the village also paid for the collective farmer. And he also paid taxes on his own. And the collective farmer had no passport - to leave the place of residence, he had to obtain permission from the local authorities.

Those who did not want to work on Earth at all could look for happiness at the factory - after the war, the worker earned six hundred rubles a month, and the collective farmer - sixty. This difference in income and pulled a cheap labor resource from villages to cities. But do not think that the Stalinist USSR was a country of equalization wages - the salary of the minister was 20 thousand - 30 times more than the average salary (as now).

However, if South Africa was the country of classical racial segregation, the country of “scientific-based” public segregation was Venezuela in the era of thirty-year reign of General Juan Gomez, who eventually became a literary hero-it is Gomez that is considered the prototype of the dictator from the Autumn of the Patriarch Gabriel Garcia Marquez.

Theory "elites" of the resource state

In Gomez, 70 % of the Venezuelans were illiterate, so Valenilla was not afraid to offend the readers of his books. You can trust such subhumanians, but not a ballot box. Natural slaves, Venezuelans mentally incapable of self -government, said Vallenilla. The happiness that the President of Gomez exists, said Vallenilla, capable of realizing the will of the people and the “national spirit”. President Gomez is our “democratic emperor”, the historian explained. There will be no Gomez - Venezuela end.

In the days of Vallenilla and Gomez, no European racist would call the unenvivored class of his own country “races of slaves”, incapable of development. The then political thought turned around the solution to the issue of involving the people's mass in the process of managing the country.

But Vallenilla directly said that the “mass” should be left on the social day, while the “elite” will be prosperous for income from rent.

Vallenilla rejected both the monarchy, limited by the traditions and reputation of the dynasty, and the republic limited by the laws and will of citizens. The system he had invented on a bright image of Caudillo, whom the people should be publicly adored, and the elite should be publicly afraid.

Vallenilla theory caused the approval of a considerable part of the Venezuelan elite. The idea of ​​the people, as a bunch of racial and socially inferior individuals, doomed to vegetate the poverty of history itself, removed all responsibility for their own actions from the elite.

Everything goes according to plan

When the Russian Prime Minister says that everything is fine in the economy, he is not cunning. In that part of the economy that works to ensure a privileged percentage of the population, everything is not just good - wonderful.

1 % of the most wealthy citizens of Russia controls almost 60 % of all material and financial assets. Where is it even better?

According to this indicator, Russia has no rivals among large economies in the world: so, in the USA 1 % of the population owns 35 % of wealth, in China - about 30 %, in France - a little more than 20 %.

At the same time, the median level of well -being is only $ 3683 in Russia (that is, 50 % of the population has less, and 50 % higher). And do not think that the authorities are going to take care of the growth of the welfare of subjects - note that all decrees about the “increase” of the salaries of “state employees” say that these salaries should be “not lower than the average in the region”. The devil is hidden in this detail - the lower the average level of salary, the easier it is for officials to fulfill the requirements of the decree. The authorities simply do not have any motivation for increasing the income of the population. On the contrary, the bosses see in raising these income a direct threat to their own welfare - the higher the income of ordinary people, the more the authorities will have to pay those who are designed to protect and serve.
