Chairman of the Accounts Chamber Alexei Kudrin believes that the budget for 2020-2022, adopted today by the State Duma in the first reading, will not ensure growth of the Russian economy.
Quote. "The State Duma adopted in the first reading a budget for 3 years. Worries that it does not have enough systemic incentives for economic growth. I welcome new measures to reduce poverty, additional money for national projects, but the budget structure has practically not changed in three years," Kudrin wrote on Twitter.
- Kudrin states that the budget again, as in all previous 11 years, will not fulfill the task of raising spending on education and health care to 5% of GDP, which would be "comparable to the costs of developed countries."
- The budget includes GDP growth of 1.7% in 2020, 3.1% and 3.2% in 2021 and 2022, respectively. Kudrin points out that all economic indicators promise much smaller growth: "investments in the first half of the year grew by 0.6%, investment import growth for the year is expected to be 0.2%, the output of investment products is declining, the PMI index is the lowest in 10 years."
- Kudrin's department has already criticized the budget, calling into question, in particular, the goal of increasing pensions.
