The court quarter is planned to be built on the site of the garden on the Neva - a plot with an area of 2.85 hectares on Smolny embankment. They want to transfer the Supreme Court and the Judicial Department at the Supreme Court from Moscow, as well as residential buildings for judges.
At that time, the acting governor Alexander Beglov spoke about construction in April. In October, plans were confirmed when the idea was supported by the deputies of the Legislative Assembly.
The garden on the Neva is located near the Smolny and the building of the Leningrad Region Government. Having built a set of court buildings there, the authorities expect to create a government quarter.
In October, the commission of the Legislative Assembly on the urban economy, urban planning and property issues recommended to adopt a bill on the exclusion of the garden on the Neva from the List of Green Green Plantings (SSNOP), which will allow construction there. The deputies approved the bill in two readings, and plan to carry out the third at the end of October.
In recent years, the garden has already been excluded twice from the SNSP list - first for the construction of the Oryol tunnel (the project was developed several years ago, but the construction was frozen), and then for the sake of creating a blockade museum (the construction was canceled, concentrating on the development of the museum in Solyan Lane). Subsequently, the garden returned this status.
The procedures for the design of a new site are planned to be completed by December 1.
Activists opposed the construction in the garden on the Neva. The group “Central District for a comfortable habitat” write that one local resident accounts for only 4.4 square meters of green spaces, while according to the law there should be at least six.
If the deputies approve of the amendment in the third reading, activists are going to challenge her in court. They also held single pickets at the Legislative Assembly against the construction of the court quarter.


The authorities of St. Petersburg promised to include six new zones in the list of green spaces of the Central District to replace the garden on the Neva. These are boulevards on the street of Chernyakhovsky, Sinop and Voskresenskaya embankments, the embankment of the Obvodny Canal, Zakharyevskaya Street, as well as the square near the Alexander Nevsky bridge. Officials promise to improve the territories.
The total area of new zones is 3.6 hectares. Activists say that these are “lawns along roads and auto -tracks”.
Opposition deputy Zaksa Boris Vishnevsky called the decision of the authorities fiction, since the development did not threaten these areas. “Citizens are deprived of a full -fledged garden, and in return they offer territories that do not have a recreational component at all. The Fontanka publication drew attention to the fact that the area of the garden on the Neva may not be enough for the planned volumes of construction. According to the head of the Committee on Urban Planning Vladimir Grigoryev, they plan to give a total of three sites under the judicial quarter. What kind of territory this is, he could not clarify.
Among the possible options, journalists call related areas: land along the Smolny embankment and a small plot opposite the garden on the Neva. Their total area is almost 9.5 hectares.
The Oryol tunnel, which should connect Smolny and Sverdlovsk Embankment, plan to build it since the 1960s. To create it, you will need the territory of the garden on the Neva.
A source of Fontanka in the government notes that officials do not yet understand exactly how the Oryol tunnel will be built. “When it was a blockade museum, we painted a denouement so that they did not exclude each other. Now we poorly understand what specific boundaries the quarter is planned and whether something will have to be changed, ”he says.
They want to build a court quarter since 2012. Initially, it was planned to be built along the Malaya Neva embankment, between Dobrolyubov Avenue and the Exchange Bridge. The project was estimated at 35 billion rubles, by 2019, 15 billion was spent on its development.
