Portrait of Mikhail Shelomov, the nephew of the president, the holder of a billion dollars and a toilet in the yard
Maria Zholobova, October 30, 2019

At the congress from the 125th km of the paid highway Moscow-St. Petersburg there is a bandwidth "Zavidovo". Behind it is 125 thousand hectares of the National Park of the same name, but ordinary people can not get there. Inside is the presidential state residence "Rus", which is protected by the FSO, only local are allowed there. It so happened that the native places for Vladimir Putin also got inside the perimeter protected from prying eyes. This is the Putin’s “generic nest” - the village of Prodinovo, where the father of the president was born, and the village of Zarechye, where his mother Maria Shelomova with his brother Ivan, a naval officer, captain of the 1st rank lived.

To get to the president’s protected small homeland, the project correspondent had to get to the neighboring village of Turginovo, where the Church of the Protection of the Blessed Virgin Mary stands - as the local media claims, Putin’s parents baptized. There you can throw a car and go to Zarechye on foot through another FSO post, portraying a local one.

In 2005, the correspondent of the newspaper “Trud” found in the Zarechye daughter Ivan Shelomov, the cousin of Vladimir Putin, Lyubov Ivanovna - and his grandson Mikhail. “The house of the Shelomovs is not a couple of Putinsky. Handsome. Punkers are a thin ligature of wooden lace. Sheathed with a lining, painted “under the greens”. Well -groomed, ”the author admired.
Then the presidential nephew was not very interested in the journalist, but in vain. Even then, 37-year-old Mikhail was the owner of multimillion-dollar assets-shares in the Sogaz insurance company, serving Gazprom, and at the Russian Bank, the so-called “Presidential Friends Bank”.

In the early 2000s, Russia was a small bank in size, and its customers were companies like the Sverdlov machine-building factory or the Petrosoyuz group, which produced mayonnaise and my family ketchup. In 2000, the assets of Russia amounted to only 995 million rubles or $ 35 million, and in the ranking of “All Banks of Russia”-compiled by the Kommersant newspaper based on the size of net assets-in 2001, “Russia” had only 215th place.
Everything changed after the election of Putin by the president. The business bank went uphill, but for further development, investments in capital were needed. In 2004, the company of Severstal-Group Alexei Mordashov became a major investor in Russia, paying 600 million rubles (about $ 20 million) for 8.8% of the bank’s shares. The bank’s assessment of ten own capital - 6.8 billion rubles under the capital of 646 million rubles - then struck analysts: in the comments of Vedomosti they called the deal “strange”, and the assessment of the “unusual”.

The Bank "Russia" was founded in 1990 as Paeva, and the largest depositor was the Office of the Leningrad Regional Committee of the CPSU, said Mikhail Klishin, chairman of the Bank of Russia Bank, said in an interview with Vedomosti newspaper.
In 1991, the mayor of St. Petersburg, Anatoly Sobchak, instructed the chairman of the City Hall Committee on External Relations Putin to prepare documents for the creation of the Fund for stabilizing the economy with the involvement of foreign investors on the basis of Russia, the newspaper Vedomosti wrote. The bank was corporate, and a number of St. Petersburg enterprises became the owners of shares.
The composition of the shareholders of Russia has changed during the 90s. Among the co -owners were the Proletarian Victory shoe factory, the St. Petersburg telephone network, the developer of the control systems and radar systems of the Granit Central Executive Committee and others, indicate the data of the quarterly reports of the Rossiya Bank. The bank’s shareholders in the 90s were even Gennady Petrov: according to the Spanish prosecutor's office, a member of the Tambov-Malyshevsk organized crime group. At one time, the shareholder of the “Stream” was the shareholder of Russia - at that time, the current shareholder of the bank Yuri Kovalchuk and Vladimir Yakunin, according to the data from the quarterly report of the I quarter of 1997, owned large shares in it.
In 1997, the IPP company related to the oil industry Gennady Timchenko appeared among the bank's shareholders. Kovalchuk and Timchenko are classified by Putin’s so -called “neighbor”, with these businessmen in shareholders, Rossiya Bank and met the beginning of Putin's rule.
In 2005, the bank’s rating grew again. The company "Transel CIS, associated with Timchenko, received 9.5% of the bank’s shares, paying 900 million rubles: the bank estimated at 7.7 own capital or 9.4 billion rubles. Another 900 million rubles were laid out by Partner businessmen Dmitry Gorelov and Nikolai Shamalov (his son Cyril was married to Ekaterina Tikhonova, Putin’s daughter), receiving 12.6% of the capital of the bank each. The head of the Bank of the Bank, Mikhail Klishin, explained to the such high price of the shares by the fact that "the bank is developing intensively."

In the report on the issue of new shares in 2005, Russia revealed another shareholder, which no one paid attention to. 3.9% of the Bank's shares belonged to the company "Accept" controlled by a certain Mikhail Shelomov. Three years later, Presidential press secretary Dmitry Peskov confirmed the guess of journalists that Shelomov was Putin's distant relative. But Putin, according to Peskov, had nothing to do with either the Russia Bank business, or to the assets acquired by Shelomov.
In a short conversation with New Gazeta several years ago
Shelomov himself also said that the first person is not related to his business, and the company “Accept” is his personal project.
Even before the advent of Shelomov among the shareholders of Russia, a very important deal was passed for the bank itself. In 2002, Gazprom announced plans to sell a stake in its insurer, Sogaz. The participants of the insurance market with the skepticism surveyed by the Vedomosti newspaper reacted to the possible purchase of such a special asset, converging that it would be difficult to find an independent investor and Gazprom will need a guarantee that he will continue to insure in this company.
But already in 2004, Gazprom sold almost 76% of Sogaz for approximately $ 85 million. Buyers became the “daughter” of Russia (IR Abros), the company Lirus (associated with Gorelov and Shamalov; among other things, it built a residence in the Black Sea, which is called the Putin Palace) and the acceptor created by Shelomov, received 13.5% of the insurer shares. Based on the cost of the transaction, the company of Shelomov was supposed to pay about $ 14 million for shares - subsequently the share of “acceptance” in Sogaz slightly decreased to 12.47%.

In 2009, another old president’s old friend, Gennady Timchenko, appeared as part of Sogaz shareholders. Then it was reported that he received a share of Shamalov and Gorelov along with some "non -public partners." In fact, he became the only beneficiary, says the interlocutor of the “project”, close to the businessman. Having fallen under sanctions, Timchenko sold his share - 12.5% - his own daughter Ksenia Frank.
Perhaps the shares of Sogaz were purchased by Shelomov’s company for borrowed money-according to the accounting reports of the “acceptance”, in 2004-2005 the amount of loans received increased from 9 to 535 million rubles. According to OCCRP, in 2004, Shelomova received from the Panama Offshore Santal Trading Corporation, connected through its transactions with the same Shamalov, a loan of $ 18 million at low interest without any support.
What did the customers get? According to the results of 2004, Sogaz took 5th place in the Russian insurance market, according to the site "Insurance Today", with the exception of compulsory medical insurance. At the same time, 75% of the collections of the company provided Gazprom and its subsidiaries, according to the Vedomosti newspaper. Immediately, after the change of shareholders, Sogaz began to master new markets. Already in 2005, the company bought Rosneft insurer - Neftopolis company, Sogaz’s clients also became the energy monopoly of the RAO UES of Russia and the Rosatoma enterprise.
In unofficial conversations , other insurers complained that Sogaz uses an administrative resource.
A year later, Sogaz also bought 75% of the Leader company, which managed the assets and pension reserves of the Gazfont NPF. Then the purchases of insurance companies associated with the largest Russian holdings: Shaksna SK Alexei Mordashov, SK Transneft, SK Alrosa and Zhaso, affiliated with Russian Railways.

The Rossiya Bank did not lag behind Sogaz. In 2007, the bank had a new partner. Surgutneftegaz bought 6.8% of Russia for 1.1 billion rubles, while the oil company received only privileged shares that have no vote. “They urged the bank’s shares to be redeemed”, “This is a civilized form of leaving money from Surgut,” the sources of Vedomosti said .

In 2008, Russia and Sogaz Bank with investment support of new partners-Surgutneftegaz and the structures of Alexei Mordashov-created the new media-holding National Media Group (NMG). Now the NMG belongs to REN TV and the Fifth Canal, a network of STS Media television channels, a stake in Channel One, several dozen foreign cable television channels broadcasting in Russia, including CNN, Viasat and UFC TV, Izvestia and Sport-Express newspapers and other media assets. Revenue in 2018 - 65 billion rubles. The head of the board of directors of the NMG is Alina Kabaeva.
Finally, in 2010, another successful transaction took place for the shareholders of Russia - they bought Gazenergoprombank from Gazprom groups. Although the banks were comparable in size - as of January 1, 2010, the consolidated balance of Gazenergoprombank - 168.4 billion rubles, own funds - 15.6 billion rubles; The consolidated balance of Russia is 180.1 billion rubles, their own funds - 22.8 billion rubles -, the shareholders of Gazenergoprombank in a strange way received only 15.7% of the authorized capital of Russia.
The luck of the shareholders of Russia seemed to be interrupted in 2014, when the US Department of Finance included the bank in the sanctions list. At the end of 2014, the bank even received a loss of 18 billion rubles in IFRS. “Sogaz” was under the threat of sanctions. However, during several transactions, Russia left direct control over the insurer.
At this moment, Russia began to be saved at the highest level. On March 21, 2014, at a meeting of the Security Council, Putin said to the television cameras that he was going to open an account with Russia:
“I instructed the management of business to transfer my wages there.”
The president also spoke about the assignment of the Central Bank to take measures to support the bank, since he has a “harmonious name”. At the same time, the Bank Putin himself described as “average”. True, in a press release, the US Department of Finance used another description-“Personal Bank for Supreme officials of Russia”. Putin did not mention the fact that in the co -owners of the Bank of Russia there is his relative.
The “acceptance” itself is nothing more than the name of a legal entity that is connected by many threads connected with Putin’s environment and in general everything that carries the name of the Russian president.
At first, the “acceptance” was registered in St. Petersburg on Uralskaya Street - at the same address as one of the companies of Oleg Gordin. Gordin is a business partner of the cellist Sergei Roldugin, who was called Putin's “denomination”. Gordin owned Sandalwood Continental, registered in the British Virgin Islands, through which several billion dollars passed over several years. “Project” previously wrote that Gordin is known as “a person from the encirclement of Kovalchuks from their scientific times”.
Now the company of Shelomov is registered in house 38 on the 11th line of Vasilievsky Island. The "Project" correspondent could not detect the sign of "acceptance" either outside or inside the building. But there was an office with the sign “Management Company of Abrossia”. When the project correspondent asked the guard to inform Tatyana Salova about his arrival, he went to the Abrossia office. The phone number of this company coincides with the phone numbers of the Arkonn and Businessross companies, owned by the shareholder of the Bank "Russia" Yuri Kovalchuk. “Abrossia”, now the company is re -registered under the name “Ent”, previously also controlled the Igor resort, where the wedding Katerina Tikhonova, the youngest daughter of the president, and the son of the shareholder of the Russian Bank, Kirill Shamalov, celebrated the wedding. Earlier, the share in Abrossia belonged to the “acceptance”, and before it Dmitry Mansurov, a member of the board of directors and the manager of the Bank “Russia”, and Yuri and Tatyana Kovalchuk through the company IR Abros.

Another package of shares of Russia Shelomov belongs through the company Platinum (2.1%). The “acceptance” became the only owner of Platinum in 2009, the USRUL data testify. Platinum through the ownership structure was associated with STIK, Real-Invest and Cyprus offshore Ermira Investments Limited, under the control of which is the Putinka vodka brand. Earlier, RBC found Ermira Consultants Limited with Roldugin and the SMP Bank, owners of which are two more members of the near Putin circle-Arkady and Boris Rotenbergs.
From the moment of the emergence of shareholders in Russia, Shelomov has doubled a stake control over him.
Now Putin's nephew belongs to 8%. The cost of its share can be estimated in the corridor from 110 to 150 million dollars. Based on the price of shares of the latest issue - 45 thousand rubles for one share in 2014, the cost of the Platinum and Platinum packages is 9.7 billion rubles, about $ 150 million at the current rate. If we assume that the cost of the bank is equal to one capital (86.4 billion rubles as of September 1, 2019), then shares controlled by Shelomov can be estimated at 6.9 billion rubles, about $ 110 million at the current rate.

Shelomov also owns the “acceptance” by Sogaz-Real Estate (net assets-246 million rubles as late 2018) and half of the Igor Dreviv company, which built a racing complex in the Priozersky district of the Leningrad Region-ten tracks for high-ring racing, motocross, picture and other types of races. Sogaz-Real Estate owns a huge building with an area of more than 7.3 thousand square meters in Cheboksarsky Lane in St. Petersburg, where the headquarters of Sogaza is located. In 2005, the St. Petersburg City Hall transferred this building to Sogaz for an investment project-a medical and health center, wrote Vedomosti. Nevertheless, now the building was owned by Shelomov, and Sogaz only rents it from its own shareholder, the SPARK-Interfax evidence testifies. Based on the cost of lease and meter, even if Sogaz-Real Estate Shelomova rents 7 thousand square meters. m in this building, this can bring the company almost 400 million rubles per year ($ 6 million). Part of the premises "Sogaz" was transferred to the sublease - for example, the St. Petersburg branch of Gazprom Transgaz. The rental of a little more than 350 m in this building cost the Gazprom's "daughter" in 92.7 million rubles. in less than 5 years. Accordingly, the rental cost of 1 square. m - 55.5 thousand rubles. per year. The cost of the object can be approximately estimated at 600 million rubles or about $ 9 million, estimated at the cost of the building of a similar area with a comparable location in St. Petersburg.
The picture will be complete if you know that the company "Nomeko" recently settled in the same building in Cheboksarsky Lane, the Air Force reported. She is engaged in the largest in Russian healthcare by the project of a private multifunctional medical complex. One of the shareholders of Nomeko is Maria Vorontsova, the eldest daughter of President Putin.
But the price of shares of the Bank "Russia" and other assets cannot be compared with the cost of Shelomov’s share in Sogaz. In January 2018, the head of the VTB Board Andrei Kostin said that the bank was negotiating with Sogaz on the unification of the insurance business. The united company was supposed to become an unattainable leader-according to the results of 2017, the Sogaz and VTB Insurance groups occupied 1st and 5th places in the Russian market, according to the site “Insurance Today”. In the fall of 2018, the deal was closed - Sogaz became the owner of VTB Insurance, and VTB received 10% of Sogaz shares and monetary compensation.

From the reports of VTB, published in March 2019, it became known that the fair value of 10% of Sogaz shares is 55.8 billion rubles, and the amount of monetary compensation is 14.6 billion rubles. At the same time, the bank announced the possible adjustment of the value of assets.
