At the next meeting of the Legislative Assembly, 36 out of 37 deputies opposed the consideration of the bill.
Chairman of the Committee on Regional Policy, Legality and International Cooperation Dzhambulat Tekiyev motivated the refusal to return direct elections by the fact that municipalities in 2020 would be transformed into municipal districts, and this will lead to additional costs for the elections.

In November 2018, the region’s Legislative Assembly in the first reading adopted a bill on the return of direct elections of the heads of cities and regions, which was introduced by Governor Oleg Kozhemyako. According to the draft law, the municipality could choose the best way to choose the chapter - either direct elections, or the existing order now with the competition.
