The Ministry of Transport of the Russian Federation has published a draft amendment to the rules of the road that regulate the behavior on the roads of owners of electric scooters, segways, unicycles, gyroscopes, skateboards, roller skates and other similar devices. The relevant document is posted on the portal of draft regulatory legal acts.
The amendments introduce a new term - "individual mobility aid" (SIM). This definition would include all devices “designed to move a person through the use of an electric motor or human muscular energy”, with the exception of bicycles and wheelchairs.
The agency proposes to limit the speed of movement on SIM in pedestrian areas, yards and bicycle zones to 20 kilometers per hour and prioritize pedestrians over SIM owners. It will be possible to drive on roads only to the right lane and only where the speed limit does not exceed 60 kilometers per hour.
The rules also introduce a ban on driving SIM while intoxicated and suggest the emergence of new signs regulating the movement of personal mobility aids.
