Clipping window in Europe

On October 30, in Fian, masks-shows were held with the participation of more than 30 people from at least three departments: the Ministry of Internal Affairs, the IC and the FSB. Everything is as it should be: bulletproof vests, machine guns, except that they did not put face on the floor. In the morning, director of Fian Nikolai Kolachevsky was detained at the entrance of his house. Then a many hours of conversation in his office, then a search in an apartment with dig in diapers (Kolachevsky has a small child), then a trip to the UK, then release for a recognizance not to leave.

The announced reason: "Suspicion of smuggling of optical elements."

The smuggling allegedly tried to carry out a limited liability company Trioptics. The director of the company is Olga Kanorskaya, her father works in Fian, he is the founder of another company promoting Fian applied developments. Trioptics rents a premises on the Trinity platform of Fiana. In general, this is one of the few forms of introducing high technologies in our country: scientists themselves create firms at institutes, produce products, “feed” institutions and allow scientists to work out.

The “optical device” is a window for the equipment of meteorological stations with a diameter of 35 cm, made from the most running optical glass K8, bought in China. A more accurate definition: “Unmaned optical workpiece - a glass window; Purpose and scope - completing the mobile meteorological sensory station for measuring the direction and wind speed, not double, not military purpose. ” The company "Trioptics" processes this glass to the order: applies an anti -Operational coating. The customer is a German company. Processing is carried out by the company at its own installation in the room rented by Fian. The company has two employees. The most qualified work is done by the Fiana employee. According to Kolachevsky, the cost of each window is from 50 to 100 thousand rubles.

Last year, four such windows were set to Germany - with all documents and permits. In December 2018, two more of the same were prepared for sending. Since the company had the sad experience of too long customs control, they decided to play it safe and obtain permission from the Federal Service for Technical and Export Control (FSTEK), which, generally speaking, was not required for this brand. The permission was obtained. All documents were submitted to customs. Then strange things began. An examination was assigned for a glass of glass: it is not a radiation-resistant K108 (which can be used in space and for which there are restrictions). The result of the examination of the Lytkarinsky plant specializing in optical glass: the glass has a brand K8, which is cloudy in space and which there are no prohibitions. But then an expert opinion appeared from the Krasnogorsk plant, which lists the possibilities of using glasses in military equipment: they can be inserted into an electron-optical converter, a military satellite (although, recall, the glass is cloudy from space radiation), can be used for a military laser. Pure truth: some kind of madman with a great desire can purchase two glasses in Russia under the guise of windows for a weather station and insert it as a window into a military device. The same can be done with almost any subject, for example with a bolt or some resistor.

FSTEK withdrew its permission (this was after submitting documents). The windows were stuck at customs, an administrative case was instituted, it seemed that this would end. But in October of this year, a criminal case was instituted on an attempt to smuggle an organized group. According to the investigation, the director of Fian is an accomplice. The security forces not only arranged the masks-shows that paralyzed the work of the Fian on the day, but also paid “due attention” to Olga Kanorskaya on the same day: in the morning, the employees of the UK and the FSB with two witnesses came to her home. A quote from Olga’s post on Facebook: “ Further in the region of 15:00 I was brought to the UK for interrogation. I came out from him at the beginning of 11. Again, I was not allowed to contact a lawyer, and I was alone with the investigator and representative of the FSB, who was not recorded in the interrogation protocol, they say, he did not ask questions, although, as the lawyer later explained to me, this is illegally. For almost 7 hours I was pulled sincere from me that I created weapons . ”

And yet, judging by the directing of collision, the main target is the director of Fiana, although it is quite difficult to tie it to the “smuggling”. It’s really how foolish it was to look for him in his office and even more so at home “optical elements”! The fact of a search was simply needed, and not its results - this is a very popular element of terror.

Why do they need the director of Fiana? There are many versions: the order of competitors, the prospect of leaving the territory, racketeering, witch hunt, stars for shoulder straps. I have one more version: the rapture of power. There is a larger victim more pleasant: from hitting the director of a small company there is no drive as from a raid with a platoon of machine gunners to the director of the famous scientific institute. Perhaps several motives at once act simultaneously. But not motives are important, but a fact: the unbelievable security forces, these new guardsmen, cause such damage to the country that they are not able to cause any sanctions.

They are persecuted by the Aerodynamics Specialist Viktor Kudryavtsev for articles in the open press. How will this affect the influx of experts in the field associated with military themes? How will this affect the pace of departure of young scientists abroad?

The mocking rules of communication with foreign colleagues are introduced (the order was signed by the Minister on the urgent recommendation of “people in uniform”). How will this affect Russian science (given that the idea of ​​“separate Russian science” is nonsense, because the science is one)? Towards prosperity - or degradation?

They raided the director of the institute. How will this affect in the future the quality of the director’s corps, given that among the strong scientists, already not many people who want to go to this post?

Burned the next Haitec company. How will this affect the notorious innovations and advanced business?

And if you go beyond science: ordinary business, public organizations ... Who terrorizes the country? Wahhabis? NATO soldiers? America? Or new guardsmen? I am not making any discovery here. Who owns the words: "Stop the business"? Instead of business, you can substitute science, society, the whole country.

The most sad thing is that almost all officials become in front of the security forces in the pose of the rabbit before the boal. But the people already hear a certain murmur. And the recent mask show in Fian already caused a rather strong reaction. Even completely loyal media, such as Interfax, spoke out critically. The vice-president of the Russian Academy of Sciences, Alexei Khokhlov, spoke out [ 1 ], Kolachevsky himself gave several strong interviews [ 2 , 3 , 4 ]. What is important, the Academic Club “July 1” spoke out (see p. 3), and made a statement on behalf of the club, and not on behalf of individual members. The scientific council of Fiana spoke out. This is far from the end. There is a real chance that this time the raiders will suppress, having received a good rebuff.

It would be very interesting to listen to the opinion of the security forces themselves. Not only heroes of history, but also others - everywhere there are reasonable people who do not confuse the interests of the power and interests of the country. How do they evaluate all this "stabbing"? But we are unlikely to be able to get some sincere comments, except on the basis of complete anonymity. Therefore, now the word is behind us.
