Syktyvkar: The Constitutional Court allowed rallies on the main square

The Constitutional Court canceled the ban on rallies on Stefanovskaya Square Syktyvkar. This is stated in the court order, published on November 6.

Two residents of Syktyvkar Vera Tereshonkova and Marina Sedova went to court. They indicated that Stefanovskaya Square is the only place in the city center where you can hold mass events, and the ban on the authorities prevents this.

The court decided that such restrictions cannot be recognized as legitimate without studying the actual circumstances and are justified by formal links to the law.

A similar decision on November 6 made the Supreme Court in relation to the courts of the Kamchatka Territory, which banned in September 2018 a rally at the City Hall of Petropavlovsk-Kamchatsky.

In July 2011, the Syktyvkar city hall forbade holding meetings, rallies and demonstrations in the square. Shortly before that, the Constitutional Court of Komi moved to the building of the State Council, which is located on the square, and by law the ban distributed at a distance of 150 meters from it. Social activists and human rights activists canceled this ban in court. In November 2012, a similar ban was again established .

In April 2019, the European Court of Human Rights ruled that the general ban on public events on Stefanovskaya Square violates the freedom of peaceful assemblies.
