The authorities of the Krasnodar Territory pay millions for “immobilization” and “disposal” of homeless animals. There is no money left for a shelter

Last Sunday in Krasnodar, a mass picket of zoo defenders was supposed to take place. Thus, activists wanted to attract the attention of the authorities to the problem of stray animals. However, right on the eve of the picket, the authorities said that the application was made out with errors, and another event is already planned in the Chistyakovskaya Grove Park for this day.

But several activists nevertheless gathered in the Chistyakovsky Grove for an inconsistent event. Someone did not find out about the abolition, and someone intentionally ignored it. The main requirement of the action, judging by the posters, was the construction of a shelter for homeless animals, primarily addressed to the governor of the Kuban Veniamin Kondratyev. The absence of a large shelter is one of the main reasons that allows unscrupulous contractors to justify the murder of trapped stray dogs. Like, we would have taken them to the shelter, nowhere.

After the end of the inconsistent picket, part of the activists went to the alleged cottage Kondratyev. Earlier, journalist Gleb Pyamyy tried to make a plot about the estate, but was stopped by Chop. The same, quite predictably, happened with activists.

"I'm not talking about politics, I'm talking about dogs"

However, all this turned out to be only the prologue of the scandal, which later turned around in social networks. The organizers who filed an application for the event that were failed in the end were rained down that the unauthorized picket - their hands was the case. They, in turn, hastened to publicly dissolve from the action in the Chistyakovskaya Grove. In particular, Elena Saedkina said in Novaya Gazeta that they had no complaints about local traders like zoo defenders.

Meanwhile, in the regional issues of MK and KP, as well as in the newspaper Kuban News, the founder of which is the administration of the Krasnodar Territory, devastated texts began to appear: they say, activists who arranged an unauthorized picket in the Chistyakovskaya grove, - paid impostors. Because it would never have occurred to anyone to rally against Governor Kondratyev. And on resources, the level of lower style in the usual style of “Anatomy of Protest” began to splash out “compromising” on ordinary participants in an inconsistent campaign.

In particular, they rummaged on the VKontakte page Zakhara Slavyanov and found that - about horror! - He wears dreadlocks and publishes photos from parties.

We also studied Zakhar's page: there are much more photos of dogs there, but they did not attract the attention of the exposure. None of the journalists tried to contact Zakhar himself and find out for what reasons he participated in an inconsistent action.

However, the correspondent of Novaya managed to meet and talk with Zakhar (this is his real name) who just came to Moscow to see how the system of protection of homeless animals is arranged here. Not one arrived, but with two dogs that he picked up on the street, healed and nursed, and who was born in the fall in the fall of a half -month puppy.

“I am not a paid provocateur, dear Ladies-Zeoja! - Zakhar is indignant. - What provocations can be discussed if you obediently canceled your own picket and showed that the edges are completely safe for the authorities. I'm not talking about politics at all. I'm talking about dogs. And the zoo robbers who turn their own action into the laughing stock are generally not clear about what. ”

According to Zakhar, he and other participants in the action surprised that the protection of animal rights quickly outgrown into defense of the rights of the governor. “And about me they began to spread stupid slander in social networks. And so cleverly everything turned over - they put me up with a marginal who did not have the right to fight for the rights of animals.

He claims that in Krasnodar there are sufficiently caring people who can fight for animal rights, and without status “old men”. The Government of the Territory now has a legal right to create a shelter for hopeless animals at the expense of the budget, to allocate funding for this. “But it does not itch, but the work on the capture of dogs and cats on the streets goes. We are afraid that the shameful practice of destroying animals at the public expense through contracts of firms such as “Basy Service” will continue, and the shelter will not be built. Of course, when we canceled the picket, where we wanted to come with friends, it became insulting. We really were going to get to the governor’s cottage, to shout in front of his gates in order to at least somehow draw attention to the problem about which everyone, including ladies, prefer to be silent. It is simply amazing that for a week they publish news and press releases about me, and not about the shelter and animals. Maybe right there, in the country, shelter and organize? "

Human flying syringe

To understand the extent to what extent the regional authorities are responsible for the situation with homeless animals, we decided to study tenders on their own, the winner of which was the same “Basia Service”, which causes the anger of activists.

To begin with, we note that since 2015, when the region was headed by Benjamin Kondratyev, there were a lot of such tenders. But the formulations of the composition of the work performed for all state contracts are different - from capture and delivery to the shelter and to the selection of dead animals.

However, this is unlikely to reflect in practical implementation, because the company does not have its permanent shelter, focused on a long -term content of a significant number of animals. Hence the assumptions that the company's activities are reduced mainly to the capture and subsequent destruction of dogs and at times of cats. This, in particular, is confirmed by a relatively stable cost of work in all contracts and other coincidence of numbers.

For example, in the contract 3236501206217000079 dated 2017, concluded with the administration of the Tuapsinsky city settlement of the Tuapse district, we are talking about the provision of services for the capture of hopeless animals with subsequent utilization with the number 605. And in the previous contract 3236501206217000012 of the same 2017 year, concluded With the same administration, about the provision of services for the disposal of dead animals. Number again 605.

In the remaining 40 contracts concluded since May 2015 with the Basy Service, the wording are either open (“capture services and selection of street animals with subsequent utilization”), or vague. Since the direct destruction of dogs and cats is not welcome, some agreements are instructed to their possible “release”.

However, in most cases, the real meaning of the work can be seen in the wording of the text of the contract or applications to it.

Here is a quote from the section "Performing the work" of the contract 3232005251617000048:

“The regulation of the number is performed by a humane way, providing for the use of the“ flying syringe ”technology that does not cause animal torment, not shocking people and is permitted and humane.”

But the quote from the 2017 contract 323170292017000006: “A set of work includes work on the capture of hopeless animals (cats and dogs) with a suspicion of rabies, showing signs of aggressiveness that pose a threat to human life and health, by the method of complete immobilization of hopeless animals (paragraph 6.1 of the decrees of the head of the administration (governor) of the Krasnodar Territory of the Krasnodar Territory 04/07/2014 No. 300 “On approval of the procedure for regulating the number of hopeless animals in the Krasnodar Territory”), the cremation of hopeless animals (if necessary) ”.

Thus, there is reason to believe that “flying syringes” is just the main working tool of the winners of such tenders, and their work comes down to the destruction of animals and the subsequent disposal of corpses.

Since the tenders indicate the cost of “services” based on one animal, it is easy to calculate their total number. A more or less reliable assessment of the number of dogs and cats that fell under the services of the Basy Service for euthanasia and cremation is 21,547. This is 41 contracts in the amount of 28,392,148 rubles.

Think about it - more than 20 thousand animals and 28 million rubles spent on their “immobilization” followed by “utilization”. With this money, it was definitely possible to build a decent shelter.

Well, the company "Basya Service" under such conditions should prosper. However, according to the open data of Rusprofile, the company has an average number of employees of 4 people. This means that only in the Krasnodar Territory for the period since May 2015 did these people catch and disposed of about 3 dogs or cats per day, without interruptions for holidays and weekends.

In fact, of course, it is unlikely that 4 people actually performed such a volume of work. Whose personal welfare can be improved by state millions thrown into flaxer tenders is one of the questions that forces the inhabitants of Krasnodar to go to inconsistent rallies.
