
Residents of Lane friendly complained about the unpleasant smell of garbage back in October. Homeless and dogs began to gather at the trash. As the Biyan Worker conveyed, in a month the landfill grown so much that the drivers could not see pedestrians because of it. Only 20 meters from containers every morning and schoolchildren pass every evening.
“Heaps of garbage accumulated in the city, which are not exported by the re -operator, and management companies are not taking measures to remove it,” the first deputy head of Biysk, Irina Lomonosova, admitted on the eve.
The “garbage collapse” turned out to be the result of an economic dispute between the re -operator “Special Working - Central” and the Biysk training ground “Special services plus”. Claims are related to the contract for the reception and placement of solid waste, which the companies concluded back in September last year. But they did not approve the coefficient of compression of waste that is stored at the training ground.
In the contract, this indicator was established at level 4, based on the technical documentation for the “special service - central” garbage trucks. The re -operator considers the coefficient overpriced and now asks through the court to count the cost of his services based on the coefficient of 2.27. “New” could not contact the company.
As a result, the re -operator had arrears in front of the landfill: according to the calculations of “special service plus”, it is 20 million rubles from January to October of this year. “Special services - Central” is ready to recognize the debt only 7 million rubles. The numbers differ, again, due to different calculations of the companies.
The landfill took advantage of the right to limit the entry of garbage trucks to its territory, since the debt of the re -operator exceeded two months. Instead of 40 cars, garbage in Biysk is now picking up half as much. Because of this, two-thirds of the accumulated garbage are taken out of the city daily, and one remains in city container sites.

- The re -operator pays for the services of the landfill not completely. In response to this, the training ground introduced restrictions. From late October to November, he accepts no more than 20 cars. The 21st garbage truck must be paid. Apparently, the re-operator reduced the frequency of garbage, which led to the formation of landfills in some areas, ”Pavel Sidorenko, head of the press center of the Biysk administration administration.
According to him, the city authorities concluded a contract with a third -party organization. Cleaning is carried out for budget money, which the administration then plans to compensate for itself.
They promise to clear problem areas in three days. At this point, according to Sidorenko, three landfills were removed in BYISK, “active” work is underway at the fourth.
“We try to remove them in order to prevent the aggravation of the sanitary and epidemiological situation and crisis phenomena that could potentially arise due to garbage re-completing,” Sidorenko added. - You understand that container sites are located near apartment buildings and social facilities, including schools and kindergartens.

The situation with non -payments of legal organizations for garbage collection in the regions worsened, admitted at the beginning of the month Denis Butsaev, general director of the Russian Ecological Operator, who is responsible for the implementation of garbage reform. If the level of non-payments by the population is 20-35%, then legal entities are 65-70%.
According to him, “business does not feel a persistent desire” to conclude contracts for garbage removal with regional operators: the population pays for garbage collection, but it is not clear where some companies send it. As a solution to the problem, Butsaev proposed to tighten the responsibility of the re -operators.
Non-payments were formed due to the fact that the re-operators “took over too much burden,” said Vladimir Kuznetsov, CEO of the Non-Profit Partnership Center for Ecological Initiatives. “Regional operators, as a rule, were created hastily as affiliated companies with a charter capital of 10 thousand rubles and a little more. They work in some related areas, that is, there are no professionals there, ”the expert says.
Kuznetsov sees the main reason for the formation of the debts in the absence of a link between the population and business on the one hand and the re -operator on the other. “The regional operator is usually transport enterprises. They do not know how to work with the customer, they cannot organize a separate waste collection, they cannot organize the work of the container site and so on and so on. It all starts with this, and the tail of problems appears further, ”the social activist believes.
The Greenpeace International Organization also confirms that the conflict with the re -operator in Biysk is more managerial than environmental. However, they emphasize that all players are now facing a global goal - to reduce the volume of waste formation, and not think what to do with them later.
“The volumes of garbage, which are now formed at least in Biysk, at least in Moscow can significantly decrease,” said Irina Skiproperia media coordinator of the Zero waste project. - For example, if you stop making such goods and packaging that are needed once or which consist of several materials and cannot be processed.
