The current reason for the arrest of the head of the GUFSIN of Russia in the Rostov region could be trading in the data of "wiretaps"

On Wednesday, November 13, employees of the Federal Security Service of Russia in the Rostov Region detained the head of the GUFSIN of Russia in the Rostov Region Muslim Dakhhaev. In the evening of the same day, the Leninsky District Court of Rostov arrested Dakhkhaev for two months on suspicion of disclosing state secrets. Dahhaev’s lawyer Alexander Zamansky informed RIA Novosti that he would appeal the decision to arrest, and also clarified that there were no charges of corruption in his client.

The head of the business protection Association Alexander Khuruji, who spent several months in pre-trial detention center No. 1 of Rostov-on-Don, believes that the arrest of Dakhhaev may be associated with the sale of information obtained during operational events by GUFSIN employees. According to him, such a practice has existed for a long time, the demand for information obtained in cameras, offices of investigators and as a result of listening to illegal mobile phones is huge, as well as prices for it.

“This is a very relevant market, the cost of recording such“ negotiations ”is calculated in millions of rubles,” says Huruji.

Alexander Khuruji was arrested in December 2016 on suspicion of large fraud and the legalization of illegally acquired funds. He spent 9 months in a pre -trial detention center. Having achieved an acquittal in court, Huruji became an assistant to the business ombudsman Boris Titov and is now defending the rights of entrepreneurs who have been arrested.

- The phones in the cells appear for a reason. Do not think that this is some kind of miracle, ”says the human rights activist. - As a rule, this is part of a special operation, the goals of which can be very different: unraveling a difficult case, identify criminal ties, finding missing money. In a word - a lot of important information for all. She all wears a secrecy vulture.

The human rights activist says that he knows about cases when information obtained during wiretaps was sold.

- I was offered to buy a printout of the conversations where it was about - let’s say - the threat of security of my family. People who were conducting such conversations were in prison. Now that in prisons and pre -trial detention centers there are so many businessmen, officials suspected of corruption crimes, the importance of the “wiretaps” in the cells has increased many times, like the price of it, ”says Huruji.

It is noteworthy that the new head of the Federal Penitentiary Service of Russia, Alexander Kalashnikov, headed the department in the wake of a major scandal, connected precisely with the facts of illegal listening.

In October of this year, the Gulagu.net portal published an interview with the former chief technical specialist FSIN Viktor Fisenko, who said that the FSIN service service has illegally listened to the cabinets of Russian Justice Alexander Konovalov and his deputies. According to Fisenko, eavesdropping equipment was installed on floors, where the offices of the Minister and his deputies were located, and worked at least from 2014 to the end of 2016.

Former head of the FSIN Gennady Kornienko left his post on October 8 of this year. Alexander Kalashnikov, who replaced him, had previously headed the Federal Security Service of Russia in the Krasnoyarsk Territory.

Therefore, Dahhaev, on charges of disclosing state secrets, Alexander Khuruji considers part of a large -scale campaign to tighten the work of the systems of the penalty in terms of information security.

- One of the arguments of the person’s premises in a pre -trial detention center is the lack of the opportunity to exchange information. But in reality, there is no talk of any information isolation, and often this seriously complicates the work of the investigation authorities. The suspects can contact the accomplices, coordinate their actions or indications, put pressure on witnesses and much more.

There is a demand - there is a sentence, so the phones in the cells appear. And then the records of negotiations from them become objects of sales, - explains Huruji.

- It will be necessary to see what will happen now. After all, everyone understands that there are phones in all prisons, and if we are talking about a large -scale campaign, then the arrest of Dakhhaev is not the last.

Huruji believes that tightening will not change the existing state of things.

- illegal phones in the cameras will be, just now it will become more expensive. The FSIN employees working for 16 thousand rubles will be too large. We have repeatedly advocated to allow us to contact our relatives. Often they are forced to use illegal services to just call parents or report that they were alive and well. Let those who do not want to violate the law have the opportunity to call relatives under the supervision of employees of the pre -trial detention center.
