
In 2017, the Tambovsky FSUE was the task: to ensure the supply to the territorial bodies of the Federal Penitentiary Service of Form for service dogs. It could be solved in several ways. The easiest is to declare a competition and purchase food in the open market is best directly. The second way - since there is a specialized departmental state -owned enterprise - to organize the production of feed on their own, attracting convicts to the work and reducing costs. But the Federal State Unitary Enterprise "Tambovskoye", which was at that time led by Valentin Lebedev, took the third way.
Valentin Lebedev (who in 2011-2018 headed the performance of the acting four state-owned enterprises of the FSIN: “Tambovskoye”, “Rostov”, “Kuban” and “Chernozemye”) was a comrade-a classmate for the Timiryazev Academy Ivan Liman, a co-owner of a family enterprise for the production of agricultural feeds in the Belgorod region. Judging by social networks, Lebedev and Liman continue to be friends with families. Liman on the VKontakte page noted Lebedev as a “best friend” and even a “relative”.
On March 31, 2017, the Tambovskoye state -owned enterprise concluded a lease agreement with the Belgorod company Agro -Academy - the business of Liman and his father. After 11 months, the contract was renegotted to another Lim feed company. Under these agreements, the FSIN enterprise "Tambovskoye" rented a production premises, warehouse and equipment from the estuaries. Renting a warehouse cost 140 thousand rubles a month, and renting workshops and equipment of 1.3 million rubles per working day .
For the production of dog food, almost 1,400 tons of ingredients and packaging products, paying transport and logistics services for only 121.2 million rubles, purchased almost 1,400 tons of the Tambov Liman. Most of this amount (88 million rubles) was also paid to family businesses of estuaries. This is not counting the rent. In accordance with the Federal Law 223-ФЗ "On the procurement of goods, works, services to certain types of legal entities", the customer has the right to conclude lease agreements with a single supplier and is not obliged to publish these agreements, therefore the exact amount of rental payments is unknown.
It looks like FSUE Tambovskoye organized for family enterprises of the estuaries the production of dog food, provided them with raw materials, paid everything and purchased products from them.
The food for dogs under the Zhovzh brand, formally made by the Federal State Unitary Enterprise "Tambovskoye", was supplied to the organization of the FSIN at 115 rubles per kilogram. There is no “guard” in the open market, and it is difficult to judge its quality. But there are examples when the parties of this food did not suit the prison department. So the base of the material and military supply of the Federal Penitentiary Service in the Kurgan region was supposed to receive two "Guardians" of 15 tons. In the fall of 2017, both parties were rejected: the examination established a discrepancy between the feed veterinary and sanitary standards and quality requirements. The contract with the state -owned enterprise Tambovskoye was terminated, and for the official dogs of the Kurgan administration they purchased food at an open competition: at a price of 40 to 90 rubles per kilogram, that is, one and a half and even three times cheaper.

Liman was surprised at the question of a possible conflict of interests: “A conflict of interests? No, of course, where does it come from? Enterprises earned money, and ours, and state. The FSIN fed her service dogs. "
Lebedev, too, does not see any problem in business with a comrade: “We [with Ivan Liman] are not relatives. This is just a common circle of acquaintances working in the same area. Those with whom we studied together [at the Agrarian University] work in the field of agriculture. The leadership of our country also studied at one [Leningrad] University - well, they also have a conflict of interest? ”
In the scheme, when the state -owned enterprise actually pays for the organization of production on the private site, Lebedev did not see anything strange:
“Law is not forbidden to rent equipment and services, if this does not overestimate the cost of the product. The main question is the parameters of feed. Our price was market, even below the market for feed of this quality. ”
Lebedev explained the price of 115 rubles per kilogram to FSGUP. According to him, the cost of food for Tambovsky was about 80-90 rubles per kilogram. At the expense of the profit of the FSUE, as Lebedev assures, work was carried out in correctional colonies: repairs of the “over the limit” and the installation of video surveillance. “Not I invented FSUPs,” Lebedev noted. We did not find documentary traces of this activity and legal grounds for the repair of colonies at the expense of FSUE.
As for the claims to the quality of the food, Liman and Lebedev referred to the human factor, noting that the marriage could not be avoided in large production, and that on their scale 30 tons rejected is a drop in the sea.
The cooperation between the enterprises of the estuaries and the FSUPs of the FSIN ended along with the departmental career of Lebedev. In December 2017, the Tambovskoye state -owned enterprise was in the register of unscrupulous suppliers (now the bankruptcy procedure is underway). And the contract for the production of dogs with Lim feed was concluded by the FSUE “Chernozemye” (under the guidance of the same Lebedev).
In the spring of 2018, Lebedev left posts in all FSUPs. And already in June, the production of feed for the penitentiary system at the facilities of Liman enterprises stopped.
But the principle of business on dogs, the FSIN remained. Now the state -owned enterprise "Chernozemy" produces dog food in the Leningrad region. Gatchinsky KKZ JSC receives a monthly 418 thousand rubles for renting premises, 120 thousand rubles per hour for renting equipment and 5.5 thousand rubles per hour for outsourcing services. If in Lebedev a kilogram of food cost the colonies of 115 rubles, then in a year the price tag has grown to 140 rubles.
The case of dog food, when production on the basis of a private enterprise is organized at the expense of a unitary enterprise - is not an exception, but rather a rule. Lease payments in accordance with the federal law are completely opaque, as well as the choice of the lessor, which leaves a large space for the maneuver.
The same situation as with dog food has developed, for example, with the manufacture of canned sprats in tomato sauce. Its manufacturer is the FSUE "Arkhangelskoye", but not a single convicted person has a relationship. Canned are made in great bows in the company "Velrybprom".
Sometimes different FSUPs, separated by thousands of kilometers, suddenly decide to rent the same production sites. FSUE Arkhangelskoye and FSUSHP Ulyanovskoye rented production capacities in the village of Nifantovo near Cherepovts, FSUE Tambovskoye and FSUE Vologda produced beef canned food in Old Russkoye, and FSUPs Kemerovo, Arkhangelskoye and Ilyinskoye drove past In Barnaul. What can hide behind this?
We found an interesting case in the village of New Usman of the Voronezh region: three FSUE FSIN (Arkhangelskoye, Chernozemye and Ulyanovskoye) at once in 2014-2018 rented production facilities for the production of flour at the expanse-agro enterprise. Moreover, judging by the documents with a description of the rented premises and equipment on the public procurement website, in October-December 2017 “Arkhangelskoye” and “Ulyanovskoye” at the same time paid for the same premises and equipment.
“It looks like the leaders of FSUPs organized an expensive production cycle for their friends, paid by state -owned enterprises. They did it expensive and, as practice has shown, with a poor -quality result. And in the end, we see that the state -owned enterprise is bankrupt, the director is quit, and friends consider profit, ”the head of the St. Petersburg branch of Transpensers - Russia Dmitry Sukharev summed up. As for rental payments, which are not disclosed by law, this gives state -owned enterprises a loophole: you can endlessly rent a small plant for considerable money and pretend that something is produced there, ”the expert notes.
