
Yakutia triumphs: the president of the country recalled the promise given 13 years ago. In 2006, during a visit to Yakutsk, Vladimir Putin talked with President of Yakutia Vyacheslav Shtyrov behind closed doors. The result of the negotiations was the decision to sell its coal assets - the Yakutugol and Elgagul companies, owning licenses for large deposits. The proceeds - about 58.2 billion rubles - were not subject to enrollment in the budget. They were transferred to the accounts of the hastily created company "RIC" ("Republican Investment Company"), which was charged with the obligation to finance the construction of the century: the Railway Berkakit -Tomot - Yakutsk.
To reach Yakutsk, the railway needed to cross the Lena River. To resolve this issue, Putin in February of the same year instructed to consider the possibility of building a combined railway-automobile bridge based on the results of the meeting . The term is until August 1, 2006. After 13 years, the story returned to its circles or “dares before the implementation”, as Vladimir Vladimirovich himself put it.
In other words, Putin again instructed the government to consider the construction of a bridge across Lena. True, we are no longer talking about a combined or railway bridge. The railway will not reach Yakutsk, now it stopped behind the river, resting in the village of Nizhny Bessyak, which, according to the plan, was to become a satellite of the capital of the republic. The bridge will only be automobile, and even conditionally paid (cars-free, all the rest-according to the price list).
But in Yakutia we are happy and so mercy.
There is no government decisions yet, and in the republic they are already dancing for joy. The mayor of the city of Yakutsk Sardan Avksentieva personally called on the townspeople to gather in the Triumph sports complex in order to dance Insuohai-the national dance of the people of Sakha in support of the decision of Vladimir Putin. “I was informed that <...> there will be a big Impaehui in the sports complex of“ Triumph ”! I invite everyone - citizens and guests of the capital, regardless of nationality and religion - to join the ancient dance! Combine our thoughts for the sake of a dream! BARS KELIN (come all)! " - said the mayor. What was done immediately: about 800 people drove a round dance in front of the screens with videos about how good it would be after passing the bridge. The information about Putin’s decision was confirmed by the head of Yakutia, Aisen Nikolaev, posting on his Facebook scan of his appeal to the country's leadership with the inscription drawn on it: “The situation was ripe before implementation”. A few hours later, however, the scan was removed, but by this time he was replicated by many media.

In Yakutia, the version is quite popular that the hasty organization of dances, automobiles and other public signs of joy about the “decision of Putin about the bridge”, including draining all the details in the federal media with comments from the unaware “sources”, comes from the administration of the head and government of the republic. The Yakutians are trying to create a large media precedent, firmly connected it with the name of the first person of the state, so that the question does not go under the cloth, as this happened more than once.
The ill -fated Yakut bridge was previously close to its appearance, and much closer than today, but the circumstances of the irresistible power intervened, and everything rolled back.
In 2008, the project of the bridge passed a state examination - for this pleasure, Yakutia (Rick company) laid out 238.1 million rubles. A few years later, the examination was outdated, and the money, one might say, was thrown away in vain. Then there was a desire to build a tunnel instead of the bridge, and for some time it took a discussion of such an opportunity. All this time, the cost of the project was steadily grew and by 2012 reached about 79 billion rubles, and with access roads it came out even more expensive. The price turned out to be so unscrupulous that it was confused by the initiator itself, and in April 2012 Vladimir Putin said that it turned out to be too much: “The project was very expensive. You need to understand where this road will lead and what the economic effect of this construction will be. I’m not saying that it does not need to be built, but we must weigh everything, just think. ”
Immediately after this, the Ministry of Transport undertook to recount the cost of the object. It was decided to abandon the combination of road and railway bridges. The cost of the bridge was terrible to 45 billion rubles. It was decided to build on a concession basis. In March 2014, even bidding took place, on which the Consortium “Sakha transport concessions”, hastily created the day before, won. It included: OJSC “UPK“ Most ”(originally considered as the main contender for the construction of the facility, and it also proposed to consider the version of the tunnel), OJSC Bank VTB, OJSC Bamstroymechanization, OJSC Institute Stroyproekt. The proposed price amounted to 38.9 billion rubles.
And at the same time - March 20, 2014, in the trouble of Yakutia, in connection with the events around Crimea, Mr. Rotenberg and a number of other Russian entrepreneurs fell under the sanctions.

"The bridge, in principle, will have no analogues on this earth"
The mayor of Yakutsk, Sardan Avksentieva, explained to Andrei Zazakin why the super -expensive bridge over the Lena River is not a luxury, but a means of transportation to a large land.
-Do you have an understanding when you still allocate money for the construction of the bridge-at least approximately? We have heard many different promises for 13 years, but all of them remained promises.
- Those who are older have heard them for almost 40 years. Of course, a certain number of citizens and experts have skepticism. Unfortunately, I do not own the numbers now, and until I had the opportunity to meet with Aisen Sergeyevich [Nikolaev], because he is still in Moscow, but, as I understand it, it is still planned to build a bridge, and if we start erecting it in 2020, we will finish it in five years.
- Do I understand correctly that within five years the republic has been waiting for funding in the amount of at least provided for by an estimate of 90 billion rubles?
- It is difficult for me to judge the republican budget, because right now, as I understand it, no amounts in the republican budget [for these purposes] are laid down. The leadership of the republic says that now it will decide, together with the leaders of the federal level, the possibility of including the first expenses on the bridge in the state budget of 2020.
- through what financing mechanism this money will be instituted in the process?
- Today I know as many as, Andrei Viktorovich, and you: there is an interest in certain private investors - and nothing more. Of course, the fact that there is a first -person visa of the country, that the project is ready to implement, speaks of a deep degree of study of the issue. But, unfortunately, I cannot somehow comment on this in more detail, since I simply do not own this information.
-And the project itself-with detailed schemes, drawings, technical and economic justifications-did anyone see?
- At the government level he is, I have not seen him. As the head of the city, I was worried that the initial version of this bridge passed through the old village of Staraya Tabaga, right in the middle. On this issue, together with the republican executive authorities, we worked and found an option when the target of the bridge passes below the village and in parallel will be performed on coastalization, which, in principle, is satisfied with the population.
- Given the fact that we are talking about a huge amount of money comparable to the half -year budget of the republic, let's fantasize: if Yakutia would have just been in cash with the indication of expanding it to improve the infrastructure, it would not be more rational to spend them on the development of small aviation and subsidizing transportation by ferries through Lena?
- As for the development of small aircraft, everything that was done by the republic in terms of maintenance of aviation did not achieve its goals. And in general: I can express unprofessional opinion, since I am not an economist in this industry and not even more so, but passenger transportation in our North cannot be profitable in principle. It will be a waste of money. Technique is technology, in such extreme conditions it fails quite quickly, requires very serious operation, terrestrial port structures - too. You are a physicist and you understand this perfectly. I do not think that it would be a good thought.
As for the ferry crossing, ferries do not constantly go ...
- Well, yes, there is a time of offseason, when there is neither a ferry nor a winter road ...
- ... and then, transporting goods with ferries - it seems that a bad solution for the 21st century.
- Do you mean cargo to supply the city?
- Yes. We are talking about the delivery of food and the delivery of building materials. If these were tourist trips for strawberries, fishing or somewhere else-it would be one conversation.
And when it comes to supplying the largest city on the territory of permafrost, you won’t run into any ferries.
-To supply from large land, there is navigation on the river from Ust-Kut. As far as I understand, it is cheaper economically imported on the river than importing vehicles or railway.
- He is probably cheaper. Yakutsk in this way arose, and for a very long time the supply happened, this method has its drawbacks that you know about.
- You want to say that it is seasoned and that in winter the city remains cut off?
- That's right. Moreover, you often visit here and probably know that our city is gradually turning into huge warehouses from all sides. Storage storage in the north is unrealistically expensive, which ultimately falls on the sale value of the goods that come out of there. We have a seasonal increase in prices before each closing of the crossing, and, as my life experience shows, prices are not reduced later.
The bridge, despite its high cost, is more stable. Technical solutions are also interested in me - the bridge, in principle, will have no analogues on this Earth. I am curious how it will be realized from a technical point of view.
