The story of how the guards of Vladimir Putin did not become servants of the people

Three years ago, Vladimir Putin began to appoint his guards by governors. This strange experiment is unlikely to justify himself: the president himself fired two bodyguards under comical circumstances, and the two remaining could not commit an economic breakthrough in their regions. But their relatives who have become the owners of great business and property in recent years have made an economic breakthrough.

Once President Putin, talking with one of the regional leaders, allegedly explained his sudden passion for the appointment of his own guards to high posts, the former subordinate governor reports:

In the summer of this year, Morozov began to visit there - “to discard the severity of the election campaign”, the interlocutor of the “project” describes.

In 2018, Sergei Morozov became the fourth guard who received the region from Putin and the first whom the president fired before the elections. Having served in the FSO, Morozov worked as an assistant to the Minister of Defense Sergei Shoigu, spent a year in the federal customs service, and then went to Astrakhan, where he was supposed to be elected by the governor. After his unexpected return to Moscow “for personal circumstances”, he was appointed adviser to the head of the Federal Customs Service (FCS).

One of his parties in Honduras was shot by local security forces, dissatisfied with the rapprochement of the head of the region with an influential deputy. Morozov was allegedly influenced by the ex-head of the Astrakhan Cabinet of Ministers Rasul Sultanov, several interlocutors who are well familiar with the circumstances of the dismissal of Morozov tell. “Usually, local faces (FSB officers -“ Project ”) recorded visiting VIPs with women on these debr.” Says the interlocutor of Project, familiar with Morozov.

The record lay down to Putin in early May, a few weeks before his official visit to the Astrakhan region, during which he was supposed to publicly support Morozov in his election campaign (the elections were scheduled for September). From 1992 to 2012, Igor Babushkin served in the army, the FSB and the special construction. Since 2013, he has been the deputy head of the Federal Property Management Agency, where he oversaw the property of state government, defense and industrial government agencies, and in 2018, in front of Astrakhan, he was appointed the deputy of the presidential envoy in the North Caucasus Federal District. In his joint photograph with Putin, taken in 1999 in the Dagestan village of Botlich, you can distinguish the strip of special forces of the FSB-the Alpha detachment. The interlocutor of Project claims that Babushkin was also the president’s guard, although perhaps he did not serve directly in the FSO.

During the preparation of this article, the correspondent of Project came to Yaroslavl several times. On one of the visits, she found surveillance: two sports young people followed the correspondent all day in all the movements in the city. One of the interlocutors of Project believes that surveillance was established on the initiative of local authorities.

Dmitry Mironov, who appeared in July 2016 in July 2016, at first only bothered one question: when the gym will be installed in the governor's administration. He generally thought a lot about sports, and even in his office, instead of news, KHL-TV worked all the time, people who then worked with Mironov recall. But then another concern was added: the governor was very difficult to give the ability to perform in public so necessary for the election campaign, several people from among regional officials and people close to the Kremlin say.

In the first photo reports of the Yaroslavl government with the participation of the new governor, Mironov almost does not smile. In the region, they soon began to laugh at the new boss. Officials retold jokes from the life of the guard, however, almost immediately they were all fired . After the election, Mironov resigned all the ministers of the government with the exception of one official, almost all the heads of municipalities were replaced. In August 2016, Mironov was brought to the Yaroslavl “Radio Zavod”, where he saw a radio: “He grabbed it as a native and began to remember that they worked with such,” says a regional politician. It was evident that the person worked for a long time in the guard: “He was going with some guest at the event, for example, with Tereshkova (Valentina Tereshkova-a State Duma deputy from Yaroslavl), and that they wouldn’t go nearby, but he always twists the perimeter in the back and his head,” recalls another official who worked with Mironov.

Mironov’s lack of publicity skills tried to correct political technologists related to the Kremlin of the Ima-Consulting agency, which is sent to the aid of all guards the first deputy head of the presidential administration, Alexei Gromov , personally supervising the PR of the presidential adjutants, says one of the Kremlin officials. Gromov’s control over television coverage of the activities of the guards is almost absolute. On the eve of Mironov’s elections in 2017, the TV star Elena Letucha arrived in Yaroslavl for the filming of her show. For the “first” channel, she shot the show about the quality of the service in state institutions. “They called her from above and said that in this region she would not shoot anything,” recalls one of the local officials and confirms the employee from the crew of the flying. Mironov-Lieutenant General from 1990 to 2013 served in the KGB and FSO. In 2013, he switched to service in the Ministry of Internal Affairs, where he first worked as an assistant minister, and in 2014, before his appointment to Yaroslavl, he became the head of the Main Directorate of Economic Security and Countering Corruption instead of the defendant of the corruption of Denis Svugrobov. Mironov’s father - Yuri Alexandrovich Mironov - held almost the entire career of senior positions in the sports committee of the Ministry of Defense of the USSR.

The image of an unleasant servant was complemented by the story with the wife of the governor. At first, Mironov came to the region alone, without a family, officials spoke that the governor was for some reason idle, told several regional politicians to the project. Then, in the declaration of the governor for 2018, a wife appeared - the twenty -seven -year -old Tula Tatyana Lay. Photos of Lyai and Mironov were published on the website of the administration of the Yaroslavl region exactly for the New Year, after which the Yaroslavl media found out that they were once a model. The governor’s wife does not have open social networks, she never appeared in public or in the media.

How Mironov was offended by "Varangian"

Particularly painful Mironov and his people reacted to what they called the “Varangians”, they say several politicians in the region. In the summer of 2016, before the election, the governor saw a huge inscription on the garage on the highway on the road to Moscow: “Varangians”. There were showdowns, collected a whole meeting to find out who did this, the interlocutors who took part in it say. As a result, it turned out that the fan group of the Yaroslavl FC Shinnik left the message of another group and this inscription for many years, recalls the regional politician.

Soon, even Mironov himself began to associate himself with a comedic character. When in 2018 a satirical series about the mayor-corruption “Home arrest” was released, whose shooting partially took place in Yaroslavl, the governor even arranged a debriefing, deciding that this was a political order. Mironov was especially angry that his guard and the mayor’s bodyguard from the series had the same name - Vitalik. And also, like one of the characters in the series, the governor uploads photos from hockey training on Instagram. Finally, like the main character of the series, Mironov has an influential deputy, government chairman Dmitry Stepanenko, who has given all economic and economic issues.

“If you want to resolve the issue-go to Stepanenko,” says a local businessman about the vice-governor, who previously also served in presidential protection, and then engaged in hotel business. Stepanenko even engaged in the life of the governor - he buys his clothes, and is jealous of all other officials, the former employees of the Yaroslavl government assure. The bosses even spend the night in the neighborhood: Mironov lives on the basis of the Northern Railway in Belkino, several interlocutors who worked with the governor, who, according to the extract from Rosreestr, belongs to Russian Railways and is considered a specially protected sports facility. In 2018, answering the journalist’s question about his housing, Mironov said that he lives under Yaroslavl, “not far”, and he was only looking at the apartment. In the same place, in a neighboring cottage, Stepanenko lives. The governor’s press service did not answer the questions of the “project”.

It is with Stepanenko that new businessmen in the region are associated in the region.

The redistribution of the housing and communal services market

“The Yaroslavl Regional Unified Information and Settlement Center” (“Yarobe EIRC”) earned in Yaroslavl in 2017. He is engaged in organizing the calculations of residents for utilities and takes about 3.9% of the amount paid by residents of the services for his services. Such estimated centers are the result of the fight against non -payments, but both local residents and entrepreneurs were dissatisfied with his work in Yaroslavl. Several representatives of management companies, on the terms of anonymity, told the “project” that the local authorities allegedly asked them to issue payments through this center. According to the financial statements, 25.1% of the authorized capital of the company owns the property relations Department of the Yaroslavl Region, and 74.9% in the ownership of EIRTS LLC. In August 2019, a certain Alexander Baryshenkov became the owner and at the same time the general director of this company. . Prior to this, 100% the owner of the company was a certain Valery Bogomazova for about a year. The Yarobel EIRTS, Alexander Belov, is headed by the general director of Rusinvest and the recent gender of Rusenergosnab by local businessman Anatoly Yablonsky. In the latter in November 2019, the owner was replaced. He is also a member of the board of directors of the Yablonsky EnergoAudit company. According to the financial statements for 2017 (the latest data available), Yarobel EIRC performed in 2017 operations for 2.6 billion rubles, that is, its earnings could amount to about 100 million rubles.

Large contractors from the outskirts

Mironov spends most of his time in the capital, his subordinate says: "There is almost no one in the region, he is constantly in Moscow, solves issues." Perhaps, as a result, a business related to the capital flourishes in Yaroslavl.

Since 2017, when Mironov was elected the governor, the mysterious company - the Civil Code of the EXC in the region began to receive construction state orders. The general public of the owners were unknown. One of the current co -owners of the EXC - Dmitry Kogtev, who became a shareholder under the governor of Mironov, leads a very modest way of life: he graduated from a school in Kirzhach of the Vladimir region and signed on VKontakte to the Auto below the market. His wife Ekaterina Kogtev is spelled out in the village of Drozhzhevo, Moscow Region, near the Warsaw highway. The family couple of large Yaroslavl businessmen, together with their son, live in the Butovo Park residential complex on the outskirts of Moscow and recently became the owners of the GAZ car.

Perhaps the explanation of this strange combination can be found in the social networks of Father Kogteva - Nikolai Krylov. On his page in Odnoklassniki there are photos with the deputy prime minister of the Russian government, Yuri Borisov-they studied together at the Suvorov Military School, which was graduated in 1974.

Apparently, the Yaroslavl government is well familiar with Krylov’s family: it was actively looking for a new investor for the bankrupt liquor-vodka plant “Yaroslavsky”. As a result, 50% received the same claw. The media reported that the plant was sold to the “Group of Companies of the EX”, but on the same day this news was refuted in the regional government. Юрий Борисов с 2012 по 2018 годы занимал должность замминистра обороны по вооружению. Евгений Миронов с того же 2017 года, когда брат стал губернатором, — совладелец «СК Рустрест», крупного строительного подрядчика с выручкой в 2,7 млрд руб в 2018 году . Ее финансовые результаты пока неизвестны, Миронову в ней принадлежит 25% . В ООО «Уникальные медицинские технологии» у Миронова — 25%, у компании Харитонина «Мединвестгрупп» — 75%. Потратили больше, чем заработали

Ярославская область, в отличие от семьи Миронова, не очень ощутила экономический подъем: за время правления нового губернатора Ярославль не поднялся из конца третьего десятка в рейтинге регионов по качеству жизни . Эксперты агентства «РИА Новости» для рейтинга сравнивают 61 показатель в разных регионах — доходы граждан, транспорт, жилищные условия, здоровье, уровень развития малого бизнеса.

Губернатор Тульской области Алексей Дюмин, как и Миронов, увлечен спортом: он давний участник Ночной хоккейной лиги, где играет и забивает нападающий Путин. В здании администрации главы региона даже установлен хоккейный тренажер — маленькое хоккейное поле для тренировок между работой. Подобный тренажер в сети стоит почти 500 тыс. рублей . У Дюмина он забрендирован сетью учебно-тренировочных центров Be Like Pro, и это не единственный дорогой спортивный инвентарь губернатора: летом он катается на велосипеде стоимостью около 700 тыс. рублей.

Параллели с Мироновым на этом не заканчиваются — естественно, регион и семья губернатора получают серьезную поддержку федеральных структур и бизнеса.

В лесу, рядом с музеем-усадьбой Богучарово поэта Алексея Хомякова (район поселка Октябрьский) расположена шикарная резиденция. На территории есть двухэтажная гостиница со столовой, двухэтажный жилой дом, несколько отдельных дач, оздоровительный центр, баня и спортплощадка.

С 70-х годов это была официальная резиденция секретарей обкомов и тульских губернаторов. Но ее содержание стоило немалых денег — миллион евро в год, утверждал предшественник Дюмина Владимир Груздев. В 2011 году ее продали как непрофильный актив местному девелоперу , она отошла ООО «Инд — Гарник» Рафика Папяна. «Это вообще по местному закону была не резиденция, строго говоря, а гостиничный комплекс. Мы его просто продали, как непрофильный актив», — объяснял тогдашний губернатор в интервью. «Роснефть» при Дюмине начала помогать не только лично ему, но и тульскому футбольному клубу «Арсенал». У клуба вообще стало необычно много спонсоров — помимо компании Игоря Сечина деньги ему дают «Газпром», «Ростех» и Алишер Усманов.

До того, как стать губернатором, Дюмин был офицером охраны в Службе безопасности президента в период его первого и второго сроков. Как писал «Коммерсант», Дюмин, командуя силами специальных операций Вооруженных сил, разработал и провёл операцию по экстренной эвакуации в Россию президента Украины Виктора Януковича в 2014 году, что самим Дюминым отрицалось . Через год генерал-лейтенанта назначили заместителем министра обороны России, где он курировал экономику, а после отправили в Тулу. Дюмин — вратарь и член правления «Ночной хоккейной лиги». Дюмин дружит со многими важными людьми, например, главой Подмосковья Андреем Воробьевым. Крепкая дружба

На следующий день после назначения Дюмина главой региона в 2016 году главный редактор радиостанции «Говорит Москва» Сергей Доренко назвал его преемником Путина: с тех пор это повторяют многие комментаторы. Вряд ли президент всерьез рассматривает Дюмина в таком качестве, считает собеседник, знакомый с главой государства: «Президент естественно понимает, что Дюмин не сможет вести на равных переговоры с мировыми лидерами». Тем не менее возможности у Дюмина на федеральном уровне действительно есть, и он ими активно пользуется.

До губернаторства бывшего адъютанта «Первый канал» в прогнозе погоды даже не показывал Тулу — город слишком близко находится к столице , ее нет, например, тут и тут. Губернатор это исправил , гордится один из региональных экспертов, и теперь жители региона видят местную погоду по телевидению.

У Дюмина — прямой выход на президента, он звонит Путину сам , утверждают собеседники, близкие к Кремлю. Поэтому глава региона чувствует определенную самостоятельность и позволяет себе чуть больше, чем другие его коллеги.

Он высказывал публичное недовольство финансированием нацпроектов и один из немногих позволил себе проигнорировать требование первого замглавы администрации президента Сергей Кириенко вести личные соцсети.

Поэтому какие-то успехи они там будут демонстрировать», — заключает бывший федеральный чиновник.

49 секунд и 2 месяца

Подход к прессе едва назначенного в 2016 году врио губернатора Калининградской области Евгения Зиничева стал самым непродолжительным общением главы региона с прессой. Он говорил с журналистами всего 49 секунд, за которые успел ответить всего на два вопроса, после чего скрылся. Публичность Зиничеву совсем не давалась: он практически сразу попросил перевод с этой должности, но в первый раз получил отказ , говорят несколько собеседников, близких к Кремлю.

Больше всего Зиничев боялся вопросов о дипломе о высшем образовании , утверждает ответственный за выборы чиновник. В сведениях о его образовании на сайте калининградского правительства поначалу значилось просто «высшее», но какое именно — не уточнялось. Через некоторое время стало ясно, почему была выбрана столь туманная формулировка: оказалось, что адъютант заканчивал частный вуз бизнеса и права в Санкт-Петербурге, прекративший своё существование в 2014 году.

Через 70 дней после назначения президент все-таки удовлетворил повторную просьбу Зиничева об отставке. Правда, как и в случае с бывшим врио главы Астрахани, Путин, похоже, не разочаровался в идее назначать «денщиков» на важные посты. После неудачи в Калининграде Зиничев отправился на повышение — стал главой МЧС в федеральном правительстве.

Евгений Зиничев в 1984-1986 годах служил на Северном флоте, затем в КГБ, ФСБ и ФСО. В 2008 — 2012 годах сопровождал президента в рабочих поездках, был его личным адъютантом. У полного однофамильца Зиничева есть участок в деревне Ящерово на берегу озера Валдай. В том же районе, рядом с резиденцией президента, живут многие приближенные Путина из числа силовиков.
