What is behind the dispute of government liberals about budget trillions

But the real confrontation and real magic occurred, in the official part, where the discussion has unfolded between the main government liberals of the three eras: the past (Alexei Kudrin) of the present (Anton Siluanov) and the future (as Maxim Oreshkin thinks about himself).

The discussion was spinning around the trillion rubles, which was not received by the Russian economy.

Kudrin said that this is a problem of public administration, because the government stupidly does not have time to spend money, because it does not cope with its own bureaucratic procedures. Siluanov agreed that the procedures had changed, but clarified that they were aimed at combating inappropriate and ineffective expenditure of funds and that it was better not to spend in any way than what happened. But then Oreshkin went to the financial magic session. I quote, no matter what it means: "You can change budget procedures, and this trillion will simply not be visible."

We have already seen what happens when Maxim Oreshkin and his subordinates are taken to change the procedures. For example, after replacing the leadership of Rosstat, at times, the growth of the economy or income of the population is so accelerating that they are amused even in the Central Bank and the ministries of the social bloc. Obviously, and now he got involved in the discussion for a reason.

Oreshkin’s plans were a little later revealed by the journalists of RBC, in whose hands the minister’s letter fell to his immediate supervisor, First Deputy Prime Minister Anton Siluanov (our chairman Dmitry Medvedev, but this is not important). Siluanov also leads the economic growth commission, which is also involved in the spending of state money for all development, including national projects and state programs. And with his approach, excluding the navigator during the development of the budget, what can be the development? Unable to say this by person, Oreshkin made a proposal to create a subcommission on reforms and already at this level, that is, formally under Siluanov, but on the rights of wide autonomy to engage in economic alchemy.

The plans are what: to reduce the presence of the state in the economy, to increase (one and a half times) the share of the ruble in foreign trade and the share of investment in the GDP, but the mortgage rate is reduced. By the aggregate of achievements, we will reach a stable trajectory of economic growth above three percent per year, that is, we will surpass the pace of the world economy.

In general, we did not miss Comrade Glazyev for long, his ideas and methods of work are largely perceived by Mr. Oreshkin.

His ambitions are known, but the question arises: does it correspond to the modest position of the chapter of some kind of subcommission, and if not, then what kind of maneuver and in what, in fact, the game?

Here, it seems to me, it is useful to recall the confrontation of the same Siluanov with a group of influential lobbyists, and primarily with Igor Sechin. In particular, the First Deputy Prime Minister demonstrated that it was a rejection of a thoughtless waste of money, and did not give out Rosneft 2.6 trillion rubles for the Vostok Oil project for oil production in Taimyr. Well, that is, the benefits were given, but in the amount of expenses to create an infrastructure, which Igor Ivanovich actually wanted to receive “when participating” the budget in the name of solving a geostrategic task of loading with something northern sea path.

If we take into account that Siluanov, at least due to the functionality, position and experience, is seen by the candidate for the premieres during the transit period, I would not be surprised if Igor Ivanovich and other respected people would have seen with great pleasure, for example, Oreshkin, capable of throwing a trillion-two-two budget rubles to the altar of economic growth.

Oreshkin is also suitable for the role of Vice with “strong”, “political” and even power premiere.

So the real battle, announced on the forum “Russia Calls!”, Is just beginning.
