In Surgut, the Investigative Committee opened a criminal case due to the beating of detained EMERCOM pensioner Alexander Khokhlov by riot police officers (clause “a” of part 3 of Article 286 of the Criminal Code), reports Yugra Pro .

The resolution states that police and National Guardsmen detained Khokhlov “on suspicion of committing a crime” on the evening of September 26 in the Rechnik holiday village and took him to the local department of the Ministry of Internal Affairs. There, in office No. 309, unidentified riot police “injured A.A. Khokhlov. multiple hits to the head, torso, arms and legs.” The security forces broke four ribs of the detainee; he also suffered a closed chest injury and hematoma.

Lawyer Sergei Shmonin said that his client was interrogated that day by investigator Stepan Tkach, and after refusing to give a confession, Khokhlov was beaten by the National Guard, which is why he eventually signed the necessary documents. It is unknown in what case the Emergencies Ministry pensioner was interrogated - “Muksun FM ”, with reference to lawyer Amil Abbasov , wrote that in the fall of 2018, Khokhlov was suspected of bribery, but this was not confirmed, and a year later “another case” was brought against him.

Surgut Jehovah's Witnesses (a religious organization recognized as extremist) said that in February they were tortured for the sake of confessions; during the torture, investigator Tkach was nearby and then interrogated the detainees. The United States imposed sanctions against Tkach and the head of the investigative department for Surgut, Vladimir Ermolaev.
