“Practice shows that maintaining the control of units by fists on the part of this category of commanders has not yet been eliminated, and this year more than 100 subordinates have suffered,” said Deputy Chief Military Prosecutor Sergei Skrabets in the Federation Council. He added that incidents of hazing had increased compared to the previous year, but did not provide more detailed data.

According to Skrebets, the military personnel who engaged in hazing explain this by “the insufficiency of the statutory powers to maintain law and order in the units.” At the same time, according to Skrebets, in reality the cause of violence in the army is the “lack of solid skills in working with subordinates” due to the low qualifications of military school cadets.

In Transbaikalia, on October 25, conscript Ramil Shamsutdinov shot eight colleagues. Baza wrote that, according to the soldier, he did this because the officers threatened to rape him. The Ministry of Defense said that Shamsutdinov had a “nervous breakdown caused by personal circumstances,” and then explained the shooting as a conflict with an officer.
