How is the criminal case of the ex-head of the Ministry of Internal Affairs of the Tyumen Region on a bribe-with the "FSB gang", on the account of which 18 murders

The Leninsky District Court of Tyumen sent under house arrest the former chief of the Ministry of Internal Affairs in the Tyumen region Yuri Altynov. Major General, who left his post just three weeks ago, November 4, is suspected of receiving a bribe from entrepreneur Oleg Guzenko. According to investigators, Altynov received as a gift from the businessman of the iPhone X, the wristwatch and the Montblanc men's bag. The total cost is about 360 thousand rubles. On the eve of the court, employees of the fourth investigative department of the SK and the FSB conducted searches in the Ministry of Internal Affairs in the Tyumen region and in the general’s apartment. His working computer was removed. At the same time, officially not a single department was commenting on what was happening. New Gazeta tells why Altynov got into the sight of the special services.

The case is 85 million

Yuri Altynov worked in the Ministry of Internal Affairs in the Tyumen region for long - five years. Prior to this, he served as the deputy head of the Department of the Ministry of Internal Affairs in the Stavropol Territory and was an operative in Krasnoyarsk. In Tyumen, he was not the most noticeable figure: she was remembered, except, perhaps, a scandal with a service car, on which forfected numbers were allegedly installed and unpaid fines for 80 thousand rubles were “hung” (his driver was punished for this). Moreover, the purchase of an apartment in the business class house: its cost was estimated at 9-12 million rubles in the income of the police chief of 1.7-2.3 million rubles. Altynov explained that he took a mortgage to buy housing.

In a major scandal, the name of Major General first surfaced this spring. On March 22, the FSB officers searched the regional department of the Ministry of Internal Affairs, and detained the deputy chief of the economic security department and counteracting corruption Dmitry Gabov, and with it - the operative of George Shelia.

On the same evening, Yuri Altynov himself was interrogated. He was assigned the status of a witness in the criminal case of extortion. Of those searches, the current criminal case of the general is growing.

The case of General Altynov

His canvas is as follows. At the beginning of the year, an entrepreneur Oleg Guzenko, who was engaged in the trade in oil products, came to a personal reception to Altynov. The businessman said that his company Sibneftekhimtrad shipped another Tyumen company RK T-OL for 90 million rubles. The “RK T-OL” did not pay most of the money.

Altynov instructed the head of the economic security department to Gabov to understand the situation.

Having complained of the police, businessman Guzenko began to call representatives of the RK T-Oil, inviting them to return the money "amicably". Otherwise, the criminal case under the article “Fraud” threatened. At some point, a friend of Guzenko, the former head of the branch of the Passport and Visa Center of the Ministry of Internal Affairs Valery Kalalb, joined the negotiations.

In the "RK T-Oil", conversations with Guzenko were recorded, and they were transferred to the RU FSB in the Tyumen region. Representatives of the company Anatoly Lavrentiev and Azad Mamedkhanov said that Guzenko extracts 85 million rubles from them. Despite the fact that the debts really existed, the criminal case under paragraph “b” of part 3 of Article 163 of the Criminal Code of the Russian Federation (“extortion committed by an organized group”) was instituted.

In addition to Oleg Guzenko and Valery Kalalba, the person was involved in the case, Dmitry Gabov, to whom the head of the Ministry of Internal Affairs initially instructed to engage in the problem of Sibneftchimtraida. According to the investigation, he “created the conditions” for extortion.

Three weeks after the arrest, Valery Kalalb announced a hunger strike in the pre -trial detention center, saying that the FSB was inclining him to give “knowingly false testimonies” against the head of the Ministry of Internal Affairs Yuri Altynov. In April of this year, Valentina Kokorin’s lawyer, in an interview with a local publication, said 72.ru, said that the FSB officers “told Kalalbu and Guzenko that

“They both are just a link in a chain, and General Yuri Altynov is the main goal of everything that is happening.”

And if Kalalb in the end did not say anything, then Guzenko in the fall of this year - made a deal with the investigation. And, apparently, he testified to the general.

But what exactly could the former head of the Tyumen Ministry of Internal Affairs not please the special services?

The operational-search part of the criminal investigation department on Tula, 3 in Tyumen has an ambiguous reputation. In local media, you can find dozens of publications that its employees use torture: a bag on the head, beating, jumping on the detained, electric current, suspension - a standard arsenal. But in April 2017, ORC officers detained two men in Yalutorovsk - Alexei Korotkov and Evgenia Gladkikh. They were suspected of double murder.

What the police learned further formed the basis of one of the most high-profile criminal cases in Russia, starting in the 90s. It was called the "case of the Tyumen" gang of the FSB ".

Both detainees turned out to be employees of the special services: Korotkov was a lieutenant, smooth - an ensign. After interrogating them, the employees of the Ministry of Internal Affairs reached four more members of the gang: FSB captain Vladimir Gilev, an economic security officer Sergey Zozul, the FSB coach for Sambo Alexander Kobylin and the unemployed Sergey Sinyakov.

Immediately after the initiation of the case, the FSB gang in the Tyumen Department of the special services, the head changed: Vadim Pyatletov replaced the first deputy chief of the FSB department in the Primorsky Territory Igor Kochnev, whom the interlocutors of “New” characterize the word “wolfhound” ( specialist in the cleansing of Elite - I. The battle of the security forces

All of the above, of course, does not indicate that Yuri Altynov is an ideal policeman. Moreover, according to the interlocutors of Novaya Gazeta, with him the police in Tyumen “lost weight”. And it was, why.

Six days before the resignation of Altynov, on October 28, 2019, a teenager committed suicide in Tobolsk in Tobolsk. It is known that the day before suicide he was interrogated in the police in the case of the theft. According to local media, the conversation was “tough”.

Two weeks before, the deputy of the Tobolsk district Duma Rinat Uramaev accused the head of the SBC in the Tyumen region Evgeny Mokrousov of "putting pressure on the traffic police officers who detained the daughter of Mokrousov Alena for drunk." According to the deputy, because of the pressure from the police official, an innocent person was held accountable.

Messages about torture in the operational-search unit on Tula steel are massive since 2016-also after Altynov arrived.

But this is nothing more than a characteristic of the general state of affairs.

At the court to elect the former chief of the Ministry of Internal Affairs, the investigator and the prosecutor suddenly found themselves on different sides of the barricades: the investigator asked to send Altynov to the pre -trial detention center, and the prosecutor - under house arrest. The lawyer, of course, supported the state prosecutor.

In a bizarre way, in the case of Altynov, the FSB and the Investigative Committee are still opposing the prosecutor's office and the Ministry of Internal Affairs. Perhaps, on the contradiction of the departments, Major General in retired and will be able to achieve a fair investigation and court for himself.

Under Part 5 of Art. 290 of the Criminal Code of the Russian Federation, he faces up to 12 years in prison.
