The approval of the so -called Steinmeier formula, many consider the consent of Ukraine to the script of the peaceful settlement proposed by Russia. Skeptics react: no, this is just a figure of speech. But how then will these skeptics answer the recent speech of the deputy of the second largest faction in the Verkhovna Rada, the party "Opposition Platform - for Life", Sergey Lovochkin on the air of the Russia 1 television channel? He lobbying (for some reason on Russian, and not on Ukrainian television), the adoption of four bills explaining the conditions of peaceful settlement in the Donbass. The Lyvochkin party has already registered several documents in parliament with the attitude to this issue, and some of them have already been approved by specialized committees and transferred to the vote.
It is unclear whether other deputies will support these bills (first of all, from the Party of the “servant of the people”), but today we can imagine how the process of integration of Donbass can develop after the meeting of the leaders of Germany, Russia, Ukraine and France in Paris. Indirect evidence that it is these bills that contain mechanisms for further settlement that is the statement of the Minister of Foreign Affairs of Ukraine Vadim Zabeko: he complained that there was no discussion around the draft amnesty law. This law is one of the four, about which Levochkin spoke about, speaking on the channel "Russia 1".
Formally, an amnesty for everyone who was related to the events in the Donetsk and Lugansk regions is provided for by the law "On a special order of local self -government in certain areas of Donetsk and Lugansk regions", which was adopted by the Verkhovna Rada back in 2014. Around him, disputes are now underway. Russia and the separatists of Donbass demand to extend its action, and President Vladimir Zelensky insists that a new law is adopted. In this current, until the end of this year, the document does not list specific articles of the Criminal Code - for example, it is not mentioned that amnesties should avoid involved in the murders. This problem is designed to solve a separate amnesty law.
It is probably not by chance that the party "Opposition Platform - for Life", known for its connections with the Kremlin, has taken up the development of such a law. The official and informal leaders of this party Yuri Boyko and Viktor Medvedchuk periodically go to Moscow and meet either Russian Prime Minister Dmitry Medvedev, then with the head of Gazprom, Alexei Miller, or even President Vladimir Putin. Members of this party often say that they are interested in the world and end of the war. Such rhetoric can be heard not only from them, but also, for example, from the oligarch Igor Kolomoisky ( a recent interview with The New York Times ) or from Vladimir Zelensky, ready, according to him, for the sake of the world to negotiate "at least with a damn bald one."
"Opposition Platform - for Life" submitted several bills related to resolving the conflict in the Donbass. Two of them relate to the social security of the "children of war" and pensioners, now forced to register on the territory controlled by the Government of Ukraine in order to receive a pension. Two more directly concern the Minsk agreements. This is a decree "On urgent measures to stop hostilities and renew the world", which provides for autonomy for the territories of Donbass now uncontrolled by Kiev, the resumption of economic relations, the restoration of social and other rights of Ukrainian citizens living there, as well as the amnesty law , the full name of which is: " On the prevention of criminal prosecution, prosecution, administrative responsibility and punishment Persons participating in events in the territory of Donetsk, Lugansk regions. "

The meaning of this five -page document is to be exempted from responsibility, starting on February 28, 2014, suspects, accused and convicted under 50 articles of the Criminal Code of Ukraine. We are talking about actions aimed at changing the state system, territorial integrity, and the financing of such actions, about the prevention of political parties, the armed forces and journalists, the persecution and illegal detention of people, the organization of riots, the burning of state flags and the destruction of state symbols, the seizure of administrative buildings. The amnesty would also affect those who illegally in the residents of the Donbass from their houses or disposed of their property, destroyed other people's property or electric power facilities, gas pipelines, seized stations and airports, exploded bridges and robbed warehouses with ammunition, made weapons, and illegally crossed the country's border, illegally crossed the country unauthorizedly appropriated authority to himself.
Responsibility, according to this bill, can avoid not only the inhabitants of Donbass, but also the citizens of Russia or other countries who were engaged in all of the above. At the same time, an amnesty would not extend to violent crimes (for example, murders).
A similar law, with the same articles of the Criminal Code, with the same name, registered another Ukrainian party in the Verkhovna Rada, The Opposition Bloc. More recently, politicians today are part of the Opposition Bloc and the Opposition Platform - for Life, consisted of members of another political party, the Party of the regions of Viktor Yanukovych, and nothing prevents them from voting in the Verkhovna Rada in solidly. It is not clear why they submit the same laws to the Verkhovna Rada.
Ukraine once tried to adopt a law on an amnesty, but it was not signed by Petro Poroshenko-because of criticism of both lawyers and Amnesty International experts who indicated that those who were related to torture and other serious violations of human rights and humanitarian law could have avoided responsibility. Now the first attempt of the vacuum, the Ukrainian parties with pro -Russian rhetoric, which arose after the failure of the first attempt.
Who knows, maybe the speech of the Verkhovna Rada Lyvochkin’s deputy on the air of the Russian television channel and the bills proposed by his party are not a random gathering of circumstances, and Russia, on the upcoming “Norman summit”, will nominate their approval in exchange for supporting the so -called Steinmeier formula and hold the elections in the Donbass? Or maybe these laws are already part of the agreements of the presidents of Russia and Ukraine as part of the "Norman format".
