What does the 19th Congress of United Russia teach?

Vladimir Putin spoke at the 19th Congress of United Russia. There were analysts who expected some kind of fundamental changes from this speech, from the decisions of the congress, anticipating the political season of 2021-24.

Some analysts argue that at this congress, Putin "closer to United Russia" and thereby transferred some of his political weight to the party. But in general, he spoke at both the 18th and 17th congresses ... These poultices on a lifeless body did not save "United Russia" then, and they cannot now.

Sorry, the patient is dead!

The most important thing in Putin's speech at the 19th Congress is that his words can be interpreted in any way. The text of his speech, sadly, does not have a target audience: it will not be useful either to the delegates of the congress, or to officials, or to the Russian people, or to anyone abroad.

Until now, there are analysts who claim that in the official speeches of the Russian powers that be there is a kind of second bottom, a hidden message that can be read between the lines. That supposedly the authorities are talking to the people and the elites in a kind of encrypted language of meanings. But there is no hidden message in Vladimir Putin's speech at the United Russia congress. In fact, she has only one clear message: “Whoever needs it will receive specific instructions for further actions through the usual channels; the rest to relax and try not to yawn for the camera.”

For the sake of interest, I compared Putin's speech at the XIX congress of "EdRa" with his speech at the previous, XVIII congress. They are not just similar, in fact they are interchangeable.

If one of the president's aides mixed up the texts and let him read last year's, no one would have noticed.

For example, this year Putin made a sort of an angry rebuke to the “opportunists” who had wormed their way into the orderly ranks of United Russia. And the same thing happened in the past. Compare.

This is just one of the recurring elements in Putin's speeches, I singled it out because it is the most striking.

They have no content and no decision of the congress itself. Like every year, the party threatens to launch some projects that should "help people", "promote youth", "deploy the party to face the people." Last year, they gave money for the Clean Country and Digital Party projects. This year they are going to give to "political multifunctional centers."

I can’t say that all these initiatives are absolutely meaningless: maybe they will help someone, somewhere. But their point is to be the icing on the cardboard cake.

Hope may creep in on someone: what if the president, by his criticism of the “opportunists”, is giving the party members some kind of hidden, and only an understandable signal to them? Unfortunately, this is not the case: there is no signal. As we can see, Vladimir Vladimirovich says this from year to year, right in the face of those very opportunists, but they do not even lead with their ears.

So maybe this is the signal then, you ask? If the same thing is said again, the hidden content might be: "Don't worry, no changes are expected in the near future." Everything remains the same, United Russia will live for a long time!

But this is not so either.

It is possible that

in the bowels of the Presidential Administration, an emergency project is being prepared right now to destroy United Russia and create a new party.

And half of the clackers who were now sitting at the congress will be thrown out of the political clip into the cold. But publicly, or at the congress, these plans will not be announced until the very moment when it is decided to announce them. And no rumors will leak until the AP decides to disband them.

The United Russia congress once again clearly showed that decisions about the political future of the country's largest political party, as well as the political future of the country as a whole, are made anywhere, but not at this congress.
