The State Duma will oblige the Rosgvardamyites to introduce themselves to citizens

The State Duma has introduced a bill that obliges the Rosguard employees to submit when contacting citizens. The document was introduced by the head of the Security Committee Vasily Piskarev, his deputy and former adviser to the director of the Russian Guard Alexander Hinshtein, as well as Valery Martung.

According to the document, the Russian Guard will be obliged not to be submitted to any appeal to citizens (like police), but only in some cases.

• When checking documents, if there is a suspicion of searching for a person or grounds for detention.
• When taking weapons and ammunition for storage.
• With the control of the turnover of weapons.
• When issuing private security licenses.
• When monitoring the work of the private security company.
• When checking the conditions of storage of weapons.
• At the entrance to protected objects.
• When the weapon is seized by court decision.

Now, during the detention, the Rosgvardists are required to only name the reason for such actions. Unlike police officers, the authors of the bill do not propose to oblige the Rosgvardists to introduce themselves when the citizens themselves turn to them. The Russian Guards will not be able to introduce themselves if there is a threat of their life or the onset of grave consequences.

The innovation will affect only those employees of the department who perform the functions adjacent to the police - they are on duty on the streets, check documents, monitor the turnover of weapons, the work of guards and detectives.

The new rules will not apply to the military personnel of the Russian Guard, the fighters and riot police.
