
State Duma deputies Vasily Piskarev (head of the Committee on Security and Countering Corruption), Valery Martung and Alexander Khinshtein made their version of changes in the Russian Guard Law, already loudly named in a number of media outlets "The Law on the Mandatory Identification of Employees of the Russian Guard."
Documents allegedly solve the problem of “deanonymization” of security forces against the backdrop of mass indignation of their cruel actions on protests and the inability to identify them later - to establish the presence of guilt and punishment, if any.
In fact, the problem is solved by the project made by Senator Vladimir Lukin.
Most likely, the initiative of Piskarev -Gartung -Khinstein is needed in order to “wrap” Lukin’s law - replace it with legislative surrogate.
It resembles an earlier proposal of the head of the Russian Guard Viktor Zolotov on the introduction of badges for his subordinates. This is nothing more than an imitation of “deanonymization”.
Let's look into the bill. What will we see?
We will see the obligation of an employee of the troops of the Russian Guard addressing a citizen to introduce ourselves - calling the position, surname and title, to present an official certificate at the request of the citizen, to inform the reason and the purpose of the appeal, and in the case of “applying to a citizen, measures restricting his rights and freedom,” explain to him the reason and grounds for applying such measures, as well as the rights and obligations of the citizen arising from this. The explanatory note states that today the law on the Rosgvardists is not entrusted with the obligation to submit and present a official certificate, as a result of which "citizens are deprived of the opportunity to make sure that it is precisely the authorized representative of the authorities."
Is this - “astronauts” on the streets of Moscow, St. Petersburg and other cities, before grabbing, beat and drag, will they be politely presented and show the certificate? And then also clarify the “cause and reason” of beating and detention? It cannot be like that! - You will think. And you will be completely right.
Not for this, the former spokesman for the Russian Guard Hinshtein and the former first deputy chairman of the Piskarev in the Investigation Committee wrote a bill.
This is the nuance of this: all of the listed responsibilities to citizens arise in the Rosgvardez only “in cases provided for in paragraphs 4, 12, 16, 18, 20, 24, 26, 27 of part 1 of Article 9 of this Federal Law”.

All these points have nothing to do with those situations in which the actions of the Russian Guard cause the greatest and fair indignation - to their work on mass shares.
These points are about the work of the Russian Guard to verify the identity of citizens, if there are suspicions that they have committed a crime or are wanted. On the reception and storage and destruction of the seized or voluntarily surrendered weapons and ammunition and explosives. On the control of the turnover of weapons - civil, service and award. On the issuance of licenses for private security or detective activities and on monitoring this activity. On checking the places of production, storage, trade and collecting weapons and checking documents of citizens confirming the legality of their own weapons. On the seizure or confiscation of weapons and ammunition by court decision.
Well, the points, where we are talking about the right of the Rosguard employees to demand from citizens to comply with public order, demand from them to terminate “illegal actions”, suppress crimes, administrative offenses and illegal actions, deliver citizens to the police in order to “decide the issue of detention” - are not in the list of situations when the Rosgvardeis are obliged to be presented, to show certificates and prevent. In other words, “working” to suppress or accelerate mass shares, the employees of the Russian Guard in the case of the adoption of the “Piskarev -Gartung -Hinstein” law will be able to behave in the same way as before, without fearing anything.
And for the complete safety of the security forces - the specified law exempts them from duties to submit even in those cases that are listed above. These requirements can not be fulfilled “in case of circumstances that create a direct threat to the life and health of an employee of the National Guard or other persons, or which may entail other grave consequences.” That is, an employee of the Russian Guard may, without introducing himself, light up someone with a club or a boot-and then say that he saw a “threat to his health” or “other grave consequences”. That his comrades will willingly confirm ...
The only reliable way to “deanonymization of the security forces” is the one that was proposed by Vladimir Lukin: when serving in public places, a coarsely executed individual number on uniforms. Which cannot be hidden. According to which then you can unequivocally install the Rosgvardisian, if you need to conduct a check.
