Pyotr Efimovich Stakhovtsev is from the village of Krupez Gomel region. Having received a pedagogical education, in 1970 he began serving in the Ministry of Internal Affairs (as it was entered there is unknown). But it is known that he served approximately and the authorities were in good account.

In early 1985, in Irkutsk, where then Major Stakhovtsev was already headed by one of the district threats, an unscheduled audit from Moscow arrived - local police officers were noticed in fraud with forest, gold and omul. This commission also included Stakhovtsev and another local policeman. Why exactly them? I don't know for sure. However, judging by the track record, the Stakhovtsev and his colleague were categorically immune to economic fraud and therefore stood out against the general background of the personnel of the Irkutsk police of the 80s.

In November 1985, according to a call from Moscow, the commission unexpectedly turned the work of the commission - the scale of the frauds turned out to be such that the threat hung not only over the leadership of the Glavka, but also over their Moscow chiefs. Of course, it did not get to criminal cases, and the locals were made by the local goats.

The head of the city Internal Affairs Directorate was retired and 373 employees of the region’s law enforcement officers were fired - the figure itself is impressive.

The commission left for Moscow, and Stakhovtsev and his colleague remained in Irkutsk. It became difficult to serve: the stigma of the “specialist” and “traitor” accompanied them everywhere. Soon, Peter Efimovich was reduced in office and transferred to private security, his colleague completely left the service to nowhere.

And on July 16, 1989, Peter Efimovich was arrested. During an unexpected search in his apartment, a pack of Promedola was found - a narcotic analgesic, whose party was recently abducted from the central pharmacy warehouse. After the arrest, he was immediately charged. According to investigators, Peter Efimovich was the leader of a large criminal gang. Her assets included three murders, as well as a number of armed attacks and robberies, including the district departments of the internal affairs.

Of the participants in the gang, five people turned out to be on the bench. During the meetings, it turned out that none of them knew his “leader” by person - he led the gang through his representative - the engineer of the private security of Andrei Dyadchenko.

In 1987, Dyadchenko got a job in private security on a fake work book - this is how it is indicated in the materials of the criminal case.

At that time, Peter Efimovich had been working there for several years after his humiliating translation from the threat. The young man became friends with Stakhovtsev, and Peter Efimovich began to trust him. So far, finally, he did not share with Dyadchenko the most important: it turns out that, in private, Stakhovtsev continued the work of the Moscow commission - he collected information about the relations of the police leadership with the Siberian mafia. Dyadchenko undertook to "help."

In the verdict, Peter Stakhovtsev said: “At the hearing, Stakhovites did not admit the guilt and explained that he was a victim of a reservation of the Irkutsk mafia through Dyadchenko who was assigned to him ... He did not commit any crimes [Stakhovtsev], but was persecuted by the Mafia associated with the Mafia from the leadership of the police department and the departure for the uncompromising struggle against it.”

In April 1991, for the murder and robbery of the Stakhovtsev gang, they sentenced to be shot. The verdict was built exclusively on the testimony of Dyadchenko.

Three years later, Boris Yeltsin, among other prisoners, pardoned Pyotr Efimovich - the sentence changed to life imprisonment.

And in the early 2000s, an unexpected happened. The main witness Andrei Dyadchenko, serving a life sentence, sent a statement to the chairman of the Supreme Court of the Russian Federation and the general prosecutor that he wants to give new testimony in the case of the gang. In his statement, Dyadchenko indicated:

“In this case, I was forced to stipulate Peter Efimovich Stakhovtsev.”

However, this did not affect the fate of Peter Efimovich. He continued to sit.

In 2016, it turned 25 years of imprisonment, and according to the law of Stakakhtsev could ask for parole. And he asked.

Everything was decided quickly. The judge Zarenkova complained that Stakhovtsev got up from the bunk to reach the toilet “without a costume of the x/b” - the old man had a incontinence, and at that moment he had a bed rest.

Three years have passed. Pyotr Efimovich asked for parole again.

Now in the prison karma of Stakhovtsev there were five bonuses for conscientious work and for “active participation in public life”, which faded against the background of the only unknown penalty - poorly wiped dust from the walls of the chamber. Although for a year now he has been released from cleaning for health reasons - tuberculosis, gastritis, high blood pressure, hemorrhoids, cataracts of both eyes, coronary heart disease, one leg is taken away.

However, it was precisely because of this penalty that Judge Kosarev refused to satisfy the petition of Ur and sent a 74-year-old old man back in the clors of the colony.
