The European Court of Human Rights awarded 25 thousand euros in moral compensation to Yoshkar-Ola resident Alexey Konakov, who was tortured in the building. about this writes The Committee Against Torture ; the decision was published on the court’s website.

In May 2006, Konakov was detained by police officers from the drug control department and taken to the FSKN department in Mari El. As the man said, he was tortured there for three hours, they put a gas mask on his head and cut off the air. So the security forces tried to get him to confess to buying and selling drugs. Konakov did not incriminate himself.

After this, the victim was put in a temporary detention center. The man complained of stabbing pain in his lower back. The temporary detention center recorded abrasions on the cheek and arms, a hematoma and bruise on the ears, bruises on the shoulder and swelling of the wrist. Two days later he was released.

Alexey Konakov filed statements about his beating. No criminal case was ever brought against the police. The ECHR found that Article 3 of the European Convention (prohibition of torture) was violated against a resident of Yoshkar-Ola.
