"We will fight to the end." Residents of St. Petersburg with weapons protect their garages

More than 900 garages standing in the Primorsky district of St. Petersburg 30 years, by decision of the local authorities, were outlawed. The owners of garages tried to defend their property first with the help of complaints, then at rallies, and from December 2 they defend him with weapons in their hands. The garage cooperative "Petrogradets-4" appeared on Staroderevenskaya Street in the Primorsky district of St. Petersburg in 1988. Under the Soviet regime, garages here received free of charge, as an encouragement for good work in enterprises. In the 90s, the cooperative took the land plot for rent from the administration, most garages were sold.

By the end of 2018, local officials decided to give this site for the construction of a plant for the production of packing and packaging equipment. The owners of the garages were informed that the land lease agreement near Petrogradets-4 was terminated back in 2010. Neither in the cooperative nor in a single register of real estate (Rosreestr) they knew about this. Petersburger Alexander Telekov officially issued a garage in the property in 2014. One of the documents that he used when registering property was the same lease agreement with the city. And he, as an current document, was accepted in the Rosreestr.

In April 2019, the St. Petersburg authorities held public hearings, as a result of which they approved a project for planning the territory under the plant. In the last week of November 2019, this decision was finally approved by the governor of St. Petersburg , Alexander Beglov . And on December 2, officials from the property control committee came to the cooperative. They were met with grenades.

On December 2, a young man with a gun and a grenade came to the employees of the Committee for Property of St. Petersburg, who came to the place of demolition of garages: he demanded that officials leave the territory of the cooperative, pulling out a check from a grenade.

It turned out to be 29-year-old Andrei Chebotarev . He said that he took the airsoft machine of Kalashnikov and light -school grenades to protect his property. According to Chebotarev, officials ignored the man’s demands to stop sawing his garage, presenting documents and making it possible to take things out. As a result, he managed to protect the property, but a criminal case was opened against him under the article “Hooliganism”.

As Alexander Telekov notes, who also came to Petrogradtsa-4 on that day, representatives of the committee could not provide him with any documents confirming the legality of their actions: no orders, no orders.

Police officers who arrived on the call of officials, according to Telkov, confidently claimed that the committee was acting legally. “I just know that,” the policeman told Telkov and disappeared from persistent citizens. As a result, for the first day of the committee’s work in the cooperative, almost hundreds of garages were drunk in the cooperative.

Informal answer

After the incident on the afternoon of December 2, on the night of December 3, two cars drove up to the cooperative: a strong man came out of one who said in a rough form that a new private security company was now guarded by the parking lot. One of the owners of the garage Sergey Chelnokov came to the aid of the Cooperative Vakhter. According to him, he demanded that the unknown confirm his words with documents. But the man only photographed Chelnokov and left.

And the very next day, Sergey Chelnokov became the hero of television plots of St. Petersburg channels. The plot said that ardent defenders of the Petrogradna-4-employees of the illegal car service.

- I sat in the garage, collected my things. Yes, I have a large garage, and it has a lift. It is my Volvo car and my child’s motorcycle. Two men came to me to sign the documents that I independently withdraw things. They were with breast chambers. I still did not understand whether the journalists were or not, but then these personnel appeared on television. It can be seen that at first they show some service, and then my garage, ”said Sergey Chelnokov.

Who else is against the factory

According to the city authorities, to build an enterprise for the production of packing and final equipment at the site of the garage cooperative will be Tauras-Fenix CJSC. In 2019, this company received the status of a strategic investor in St. Petersburg.

At the same time, the approved planning project makes it possible to build not only the declared plant on the territory. Officially, the “Petrogradna-4” site should appear “capital construction”, an engineering industry enterprise no higher than the IV class of a hazard of 58 thousand square meters and up to 25 meters high, a transformer substation and a gas regulatory point. The project itself is not yet promised.

Local residents expressed dissatisfaction due to the inevitable deterioration of the environmental situation.

Some opponents of the plant do not at all believe in plans for its construction: the plan of the Public Plant itself did not.

- They do not need [city authorities] plant. Residents of the district will not allow. It’s just that the place is empty for some time, and then some warehouses will put or build real estate, that's all, ”said one of the members of the cooperative in an interview with a correspondent of the North. A separate outrage among local residents was caused by the fact that from the large industrial zone, only a small part of which is occupied by "Petrogradets-4", it was the cooperative was determined under the demolition.

There will be no help, but people do not give up

Pensioner Alexander TELKOV, who five years ago issued a garage in property, tried through the court to stop the destruction of the cooperative: he demanded that the lease agreement, as well as 100 thousand rubles of compensation. But he lost.

Governor Petersburg Alexander Beglov called the project of the new plant "good": he was satisfied with the fact that in return the cooperative the city and the owners of the garages would receive 900 jobs.

Alexander Telekov said that at one of the numerous meetings on the fate of Petrogradna-4, the representative of the Tauras-Fenix company mentioned that all the owners of the garages were supposed to receive 50 thousand rubles from the authorities. But, according to the defenders of the cooperative, they did not receive any money. And now the owners of garages are completely threatened with fines for the illegal occupation of the city land.

- As far as I understand, their plan is to wipe people out of the cooperative. It is not possible to do this legally, because there are no documents. So, it is necessary to cut the gates at the garages, melt their contents, and then demolish them. But we will fight to the end. We will keep the guard until the end, ”TEKHKOV told the Sever.
