Public Councils. Human rights tips (which, of course, sometimes need to anniulate to the zero level, it is also called "Fadeevsky"). Public hearings, on which people are said on behalf of the ordinary population who are poorly represented what a simple population is.

"United Russia" is also trying to create such quasi-strokes: at the last congress of the party, it became known about the creation of a human rights center at EP. The famous human rights activist (Petrov and Boshirov will confirm) Margarita Simonyan will be headed.
