
The president’s meeting with the HRC on December 10 left me, who was inside me, a painful impression. The Council lost the struggle for the agenda. To whom? This is a question. I think, first of all, to myself. In a nutshell: despite the big losses due to the withdrawal from the Council of Yevgeny Bobrov, Ilya Shablinsky and Ekaterina Shulman, to withdraw from him on his own initiative Tamara Morshchakova and, of course, to the resignation of Mikhail Fedotov - the HRC remains democratic and opposition in this sense. But! - with all the same disadvantages that deprive its legal capacity, which are inherent in the democratic opposition as a whole: first of all, this is the inorganization and narcissism of individual characters.
In that extremely limited space where some kind of communication between power and the opposition is still possible, the struggle for the agenda is the main thing. A huge number of critical problems have accumulated in the state: from a deplorable position in the nursing homes to the absence of social elevators for educated youth. The question for meeting with the president, which, alas, takes place once a year, is to rank these problems in order to bring them to his attention, and taking into account direct broadcasting, to raise the whole country.

The Presidium of the HRC (even before the resignation of Fedotov) approved as priority issues that were supposed to be raised at this meeting with the president:
Violations of elections to the Moscow City Duma, which became a trigger of the subsequent mass shares;
Actually, these shares, the impossibility of their normal coordination, the dispersal of peaceful participants, the application of excessive violence by the police and the Russian Guard;
The trials in criminal and administrative cases in the framework of “Moscow case” and the final undermining of confidence in the court by the company as a result of these courts.
The following in the degree of importance should have been followed by environmental issues and others.

The question of the election was disappeared by itself as a result of the resignation of Shablinsky, about the court he managed to say something Henry Reznik, who was given the first word after the chairman of the HRC. But he, it seems, did not prepare for this and expressed, in my opinion, not the most important things. And then the drift began in the direction of those, albeit very painful, but more private and those by which the president’s reaction was predictable, and his decision and “political will” are not required. The script was soon finally condensed by the performance out of turn Ekaterina Vinokurova, who raised five or six such questions at once, giving the president the opportunity to talk on the topics painless for him. From the inside I can say that the script was broken mainly by the wrong people in the HRCs, from which this could be expected. I can’t say whether Vinokurova’s initiative is attributed to youth, or it was not an impromptu. Not being a supporter of the theory of conspiracies, I am inclined to the first, and I see the guilt of the new chairman of the HRC Valery Fadeev only in the fact that he lost control over the sequence of speeches, which, however, was no wonder. Conscious intrigue by Sergey Kiriyenko (First Deputy Head of the Presidential Administration) I am awarded: he was ready to follow the agenda agreed on a meeting with the Presidium of the HRC two weeks earlier, and even saved the face of the Council, closer to the end of the meeting, having already managed to convey the word to Nikolai Svanidze (even crumpled) in the “Moscow business” and similar affairs in the same regions. Before him, Alexander Sokurov, as always, was worthy and vividly, as always, who was given the word by Vladimir Putin, and Sokurov advised him to meet young people convicted of “Moscow business” in order to make sure that they are the hope of the country and real patriots.

Since the beginning of the meeting was also transferred for two hours, to torture, including in cases of “extremism” (Igor Kalyapin), to the problems of lack of trust in the court and, as a result, to fall the legitimacy of the authorities as a whole, to the proposals to restore confidence in the court through the participation of citizens in the departure of justice (I), there was simply not enough time.
Sorry. It is a pity that the meeting of the president with the HRC is probably the only event in which Vladimir Putin can be expressed that he does not really like it. It is a pity that we ourselves are so unorganized that once again we could not use this opportunity to the fullest. I hope that against those whose names were named in separate performances will not, as happened after the past meetings of the President with the HRC, was strengthened by repression.
