Departments of a psychiatric hospital with the names "Politburo" and "Council of People's Commissars". It sounds like a fiction, but it was with such an investigative thing that the curator of the “open list” Sergei Bondarenko faced. He told us about his find in the State Archive of the Russian Federation.
