
The Moscow authorities published on the city hall the projects of 13 decrees of the Moscow Government with the layouts of microdistricts, which are planned to be created according to the renovation program on the site of demolished houses. Previously, public hearings were held planning these territories.
According to the Kommersant newspaper, at least two projects of the building increased in height or other sizes in comparison with the projects that were discussed at the hearing. For example, in the planning project N16 of the Pokrovskoye-Streshnevo district, it was about four apartment buildings up to 75 meters high, however, in the project that was laid out on the city hall’s website, their maximum height increased to 85 meters. In addition, in the planning project of the territory of microdistricts N1, N14 and N18 of the Grandmother's district, a building was spoke about 100 meters high, and now its height has decreased to 85 meters, but in return it has grown in both multi -apartment buildings in these microdistricts (from 22 to 24) and their total area (from 672 thousand to 683 thousand square meters).
The Moskomarchitecture reported that the published draft decisions have not yet been approved. They also said in the department that in Pokrovsky-Strekhnev, they plan to increase the height of the houses at the request of the renovation fund: this will increase the height of the first non-residential floors of buildings to at least 4.5 meters. "The density of the site and the total poetry area have not changed," the Moscow Architecture Committee noted.
As for the projects in the Grandmother's district, officials associated their change with the results of the hearings and remarks of the renovation fund. It is assumed that the area of buildings will increase due to additional public areas on the first floors of houses. The department added that the number of houses under construction is not approved by planning projects, but "at the next stage of volumetric design", which will be taken by the Renovation Fund.
The publication notes that in the protocols of public hearings on changed projects there were no requests of participants to increase the height of the houses or their area. So, among the 1032 comments of the participants in the hearings in the Grandmother's district, about half were filed by opponents, and the other half were supporters of the project, but even the latter often asked to reduce the number of storeys, development area and increase the number of parking lots.
According to the lawyer of the lawyer bureau of KIIAP Sergey Ilyin, the authorities are obliged to hold public hearings on the project planning projects in accordance with the Town Planning Code of the Russian Federation. "If changes are made to the draft plan, then such a project - possibly only in terms of changes - is subject to the public heariation procedure again," Ilyin believes.
Recall that the renovation program in Moscow was approved on August 1, 2017 after the adoption of federal and city laws. This program is designed for 15 years: by 2032 in Moscow, it is supposed to resettle 5,173 houses, where about 1 million people live. To date, the city hall approved the 361 starting platform for the construction of 5.2 million square meters of real estate under the renovation program.
The city authorities promised the residents of the houses that entered the program of houses a comfortable, equivalent housing with good repairs or monetary compensation if the new apartment does not suit them. However, some inhabitants of the demolished five -story buildings are now forcibly evicted in the houses of dubious quality, which were not built under the renovation program, but only adapted to its requirements.
In addition, Moscow officials have repeatedly stated that they would not build houses above 14 floors as part of renovation, but in November last year, the chief architect of Moscow Sergey Kuznetsov admitted that the renovation program allows the construction of high -rise buildings. In October 2019, the deputy mayor of the capital on urban planning and construction Marat Khusnullin said that the construction of skyscrapers under the renovation program in certain areas of Moscow is associated with the need to quickly resettle residents of demolished houses.
