The point is probably not so much in eliminating the consequences of the Tulun flood or in forest fires. Flooding and forest fires take place in different regions, and to blame them for the regional authorities is very convenient from a political point of view, but not very fair, judging objectively. For technical control over water structures, federal departments are responsible, but governors and heads of municipalities should sit guilty in front of television cameras.

The main reason for dissatisfaction with Sergey Levchenko, who was never publicly voiced, probably sounds like this: under him, the Irkutsk region fell out of the “slender” (in the imagination of its architects) vertical power. The federal center could no longer control political processes in the Irkutsk region. In the cities (with the exception of Irkutsk) and the districts there were preserved elections in which not only United Russia and the Communists, but also other political forces competed among themselves. Moreover, the United Russia in Irkutsk itself split into two groups and began the struggle among themselves.

The political picture in the region began to become more complicated and turned into a nightmare for perfectionists from the Kremlin, accustomed to the linear construction of regional elites. And Sergey Levchenko did not build his vertical, as Aman Tuleyev did in the Kuzbass in the Kuzbass.

The Varangian from Voronezh, where local elites have been going on for a long time, to the Irkutsk region, where the explosive mixture of the oligarchs of the 90s and sidelski of all eras, starting from the Decembrists, is a good experiment, cognitive. It will be interesting to observe from afar.
