The police did not initiate a case against the former orphanage resident who tore up the Constitution on camera

In the Kemerovo region, the police refused to initiate an administrative case of disrespect for the Constitution against former orphanage resident Igor Gorlanov. This was reported by the head of the international human rights group “Agora” Pavel Chikov.

Three examinations confirmed that there was no offense in Gorlanov’s actions.

In October, former orphanage resident Gorlanov published a video on his Vkontakte page in which he was tearing up the Constitution, protesting against many years of refusals to allocate him an apartment. Center “E” saw disrespect for the Constitution in this video (Part 4 of Article 20.1 of the Administrative Code) and sent the materials to the police.

• Igor Gorlanov is a former orphanage resident; he has been on a waiting list for housing since 2013. In November 2019, he was able to get an apartment in Novokuznetsk.
• Gorlanov has repeatedly faced persecution for political reasons. He was detained in connection with protests and fined under the article on disrespect for authority (Part 3 of Article 20.1 of the Administrative Code).
