The Ministry of Industry and Trade announced the loss of hundreds of tons of explosives from the defense plant

The Investigative Department of the Ministry of Internal Affairs of Sterlitamak (Bashkiria) opened a criminal case under Part 4 of Art. 158 of the Criminal Code (theft on a particularly large amount) on theft of inventory in the federal state-owned enterprise (FKP) Avangard. This is stated in the resolution of the investigator dated November 25, which is quoted by Vedomosti .

Sterlitamak FKP Avangard produces industrial explosives for the oil and gas industry, produces explosives for the Ministry of Defense, and also is engaged in the disposal of ammunition for rocket lapsing fire systems. "Avangard" subordinate to the Ministry of Industry and Trade.

It is about the criminal case about the loss of 276 tons of explosive waste, which were received by the Vanguard during the disposal of shells in a military contract, but the Ministry of Defense was not handed over. Thefts were committed from November 2017 until March 2019, the loss was revealed during the inventory, which was conducted in April this year by the new General Director of the FKP Yuri Shumsky.

Until March, Azgat Ibragimov, who managed the enterprise since 1993, was the general director of the Avangard. According to sources close to the Vanguard, Ibrahimov was fired due to the poor financial condition of the plant, perennial losses and debts. In the spring, the new head of the Vanguard wrote a statement to the Prosecutor General’s Office, the Sterlitamak police conducted an audit in this case.

Explosive waste obtained during the disposal of the Avangard ambitration should take the Ministry of Defense, after which they are sold at auction, but this did not happen. The Ministry of Industry and Trade suspects that the stolen hundreds of tons of explosives were processed into industrial explosives by the Vanguard itself, by order of a third -party company, transferred to this company and subsequently sold.

The new leadership of the Vanguard also revealed other violations at the enterprise: leasing space for commercial firms at low prices, the execution of civilian orders at a loss of the enterprise and in violation of the legislation on monitoring the turnover of explosives.

The representative of the Ministry of Industry and Trade confirmed that Ibragimov was dismissed by decision of the Ministry. "The Ministry of Industry and Trade is absolutely intolerant of any corruption manifestations. In the case of" Avangard ", documents for all violations identified to the present time are generalized and sent to the FSB, the Prosecutor General, the Ministry of Internal Affairs, Rostekhnadzor and the Federal Property Management Agency," said the representative of the ministry. In relation to the Vanguard, enforcement proceedings were completed, which lasted due to debts since 2006, arrests from its property and products were removed.

The representative of Ibragimov said that between the Avangard FKP and the customer there are no disagreements under the agreement of January 22, 2018, on the basis of which work was carried out on the disposal of explosives, and all documents on the disposal, processing and use of explosive waste were repeatedly checked by the Ministry of Industry and Trade. He also stated that the new leadership of the Vanguard was intensively trying to organize the illegal criminal prosecution of Ibragimov, but the bodies of inquiry and investigation repeatedly denied the initiation of the case. The new criminal case was instituted in the absence of materials from pre -investigation and refuted by the materials of previously conducted pre -investigation inspections.

In May 2018, a verdict was sentenced to the leadership of the Moscow State Treasury Scientific and test training ground of aviation systems. At the training ground, 93 aircraft controlled missiles were supposed to be dismantled. But their engines, instead of disposal,were sold to Ukraine - 1.2 million rubles apiece.

The ex-director of the training ground Oleg Pronin was accused of complicity of two especially large frauds (part 4 of article 159 of the Criminal Code of the Russian Federation), as well as in the embezzlement of weapons components to him, ammunition, explosives or explosive devices (part 4 of article 226 of the Criminal Code of the Russian Federation). Modern train movers were transported to Ukraine under the guise The Sich Motor, which previously produced them for both Russian and Ukrainian defense enterprises, and now for the needs of the Ministry of Defense of Ukraine or for export. The investigation estimated the damage in the case of more than 160 million rubles.
