Recall that the law on the sovereign Runet, endowing Roskomnadzor with broad powers, entered into force on November 1. According to the law, the agency is responsible for "coordination of ensuring sustainable, safe and holistic functioning on the territory of the Internet of the Internet." In case of threats to the stable operation of the Internet in the country, Roskomnadzor may be carried out by "centralized management of a public communication network." The document says that communication operators should ensure the installation of technical means of counteracting threats (TSPU) of stability, safety and integrity of the Internet in Russia in their network. We are talking about equipment for filtering traffic using DPI technology, which can be used for a more reliable blocking of prohibited sites.

Earlier it became known that the largest operators of the Ural Federal District (Rostelecom, MTS, Megafon, Vimpelcom, Er-Telecom Holding and Yekaterinburg-2000) began to test equipment from RDP.ru on their networks. It is planned to complete the testing before the end of the year, after which the issue of deploying the system in other regions will be decided. To introduce traffic filtering systems, the company "Data-Center for Processing and Automation" (DCOA) was created, led by the ex-head of Nokia in Russia and the former deputy minister of communications Rashid Ismailov.

On December 19, a letter of the Ministry of Communications appeared on the Web, which refers to the conduct of exercises on isolation of the Russian segment of the Internet in the framework of the Law on Sovereign Runet. These exercises are scheduled for December 23, and one of their goals is "checking the possibility of intercepting subscriber traffic and disclosing information about the subscriber, blocking communication services for subscribers."
