
Deputies of the State Duma, headed by the chairman of the Committee on Security and Combating Corruption by Vasily Piskarev, submitted a bill to the employees of the Federal Security Service (FSO) to the State Duma to use military equipment. The document is posted in the electronic database of the State Duma.
Changes are made to the Federal Law "On State Protection" and clarify the procedure for applying the state protection bodies of physical force, special means and weapons. The authors of the document propose to allow the use of military equipment in the manner determined by the Government of the Russian Federation, while it is now allowed to use only physical force, special means and weapons, as well as to give commanders the right to give orders on the use of equipment and weapons, without assigning this decision to employees. It is also proposed to allow the use of any improvised means, including transport, and give state protection bodies the right to determine the route of the movement of security facilities.
It is also added that security officers are not responsible for the harm and losses caused by the use of physical strength, special means, weapons and military equipment, if they were used in the manner prescribed by this law. The financing of expenses for the implementation of the bill will be carried out at the expense of the federal budget allocated to the state preservation authorities, which corresponds to the current financing procedure and will not require additional funds.
As TASS explained by one of the authors of the initiative, the deputy chairman of the relevant committee Alexander Khinshtein, this norm is proposed, since the FSO has a military equipment. “The FSO structure has, for example, the presidential regiment and other military units,” he recalled. “In this part, the bill provides the necessary powers of the FSO.” According to him, in general, the bill does not introduce any innovations and only updates the legislation. “The FSO does not appear in the new edition of the law,” he concluded any new prohibitive powers.
On December 2, Russian President Vladimir Putin signed a law allowing power structures (FSB, FSO, the Ministry of Internal Affairs, the SVR and the Russian Guard) to suppress the flight of drunks-replacements through the control panels or destroy them . Department heads will make decisions. It is noted that the law provides protection of citizens during concerts, football matches, as well as transport objects (seaports, stations) and information infrastructure. It also protects critical objects, including nuclear power plants and chemical enterprises.
In addition, the law allows employees of the Federal Penitentiary Service (FSIN) of Russia to knock down the deer drivers flying over colonies, pre-trial detention centers and surrounding territories. Also, spiles of drones can suppress during anti -terrorist measures to protect state -owned enterprises and on military secret objects.
