Mass evacuations are arranged not by telephone terrorists, but by security agencies

I have no doubts about this. The situation for insignificant details completely reproduces a similar picture of September 2017.

The key features necessary to understand what is happening are as follows:

The complete absence of information about the events that brought real physical inconvenience and violated the personal plans of half a million of our citizens, in the state media, including on TV. At the same time, social networks reflecting the interest of an ordinary person reacted very actively.

This is accompanied by deathly silence of the bodies responsible for telephone hooliganism and terrorism. In other circumstances, they react very quickly.

The behavior of press services during such large-scale events is regulated only by a plan of exercises that prescribe silence - it is impossible to imagine that in dozens of regions and territories, employees responsible for media relations reacted identically.

This time, interesting events took place at the same time, indicating the unity of intent and execution. If some of the commentators attributed the past exercises to the upcoming World Cup, now we have a New Year ahead with mass celebrations. On December 17, it became known that for the New Year holidays, the Moscow authorities for the first time in history will organize a single grandiose space in the center with a special security regime, covered by a connected checkpoint system. And on December 23, all-Russian testing of sovereign Internet equipment is scheduled. Somehow everything fits into a coherent picture.

The objects of evacuation were chosen according to the previous criteria. It is government institutions - schools, kindergartens, courts, hospitals - under no circumstances will go to court, demand compensation, capture the perpetrators.

The time of receipt of calls completely coincides with the working day in a particular region. That is, kindergartens in Khabarovsk were evacuated in accordance with the time zone. There was not a single night evacuation of the boarding school or hospital.

This is the general picture, everything happens at a time that is comfortable for local firefighters and police, as well as parents and buyers.

If the only real intruder (or criminal group) was in the European part, would he, at the risk of being detected every minute, evenly distribute calls across 11 time zones?

As in 2017, the exercises covered a very limited number of airports and train stations. At the same time, there was no real evacuation in any of them, everything was limited to the departure of specialized services to the place and the standard check - like a blueprint. It is understandable: the complete evacuation of the airport for an unknown period guarantees the stoppage of flights. And ways to provoke her with a phone call are known, although they cannot be described in a newspaper article.

This is very expensive, you really have to pay for such jokes, especially since the vast majority of airports are private. Stopping the work of Domodedovo, for example, is fraught with multibillion-dollar losses (four largest air harbors were “mined” in Moscow), including under international contracts and insurance.

This is not a kindergarten or a hospital. For the same reason, at the stations, everything was done so as not to disrupt the train schedule.

There are also differences from the picture of 2017. Mining reports are now delivered in addition to phone calls via email. In the "newsletter" appeared autoresponders of emergency services. During the evacuation of schools and kindergartens, directors are often called directly. The changes are in line with Russia's move into a Chinese-style electronic state.

If, as in 2017, the wave of evacuations stops overnight without consequences and criminal cases, then I was right - we went through another exercise. To their authors, the inhabitants of the country, driven out into the cold, will say something like “May you get out!” and calm down.
