The Oktyabrsky District Court of Arkhangelsk fined Ilya Rykov, a member of the Clean North 29 movement, 27,000 rubles for participating in a rally and march on April 7 against a landfill. It is reported by North-West. MBKh Media.
“I was given two fines: 15,000 rubles for participating in a demonstration and 12,000 for participating in a rally. If the Regional Court leaves the court decision unchanged, it is ready to appeal it to the European Court of Human Rights, ”the activist said.
On December 21, Rykov was detained at the Arkhangelsk railway station. Then two protocols were drawn up against him. Under part 5 of Article 20.2 of the Code of Administrative Offenses (violation by a participant of the rules for holding an action) for participating in a rally and under part 6.1 of Article 20.2 (participation in an unapproved action that caused a violation of pedestrian and transport traffic) for participating in a procession.
- In Arkhangelsk, on April 7, a large action was held against the construction of a landfill in the region for the import of garbage from Moscow. During the rally, the police did not detain anyone, but later the arrests of the participants began. In total, about 40 people were fined. At the same time, some participants are fined separately for participating in an uncoordinated procession and an uncoordinated rally. According to 29.ru, the total amount of fines for participation in this action exceeded 1.9 million rubles.
- In addition, participation in the rally on April 7 became the reason for initiating a criminal case against local activist Andrei Borovikov under the article on “repeated” violations of the rules for holding rallies (Article 212.1 of the Criminal Code). In September, the court appointed him 400 hours of compulsory work.
- Since August 2018, protests have been regularly held near the Shies station in the Arkhangelsk region, as well as in Arkhangelsk itself and in Syktyvkar. Local residents oppose the construction of a landfill for municipal solid waste, where, according to plans, Moscow garbage should be taken out.
