The Tverskoy Court of Moscow fined the Memorial Human Rights Center and Alexander Cherkasov, chairman of its council, 400,000 rubles for the lack of a “foreign agent” marking (Part 2 of Article 19.34 of the Code of Administrative Offenses) on the site on the protection of rights in case of illegal registration in the Department of Internal Affairs of the North Caucasus. Alexander Cherkasov was fined 100,000 rubles, HRC "Memorial" 300,000 rubles due to the lack of marking "foreign agent" on the website legal.memohrc.org . The site contains instructions on counteracting illegal preventive registration in the Department of Internal Affairs of the North Caucasus.
In its explanations to the court, Memorial, in particular, explained that the site legal.memohrc.org is a subdomain of the HRC Memorial website, which bears a note that the organization is included in the register of NPOs as “foreign agents”. In addition, in 2016, when the site was already working, the Ministry of Justice conducted an inspection of Memorial, and, based on a random check of published materials, did not record violations of the law “On non-profit organizations” in terms of labeling “foreign agents”.
