The Central Bank will allow banks to reduce reservation for high -quality borrowers
The Central Bank softens the reservation standards for the “investment class” of borrowers. According to the regulator, this will give additional opportunities for lending to the real sector. With a new approach, standards are calculated according to the classes of counterparties, and not according to the groups of assets (I - V groups).
For the “investment class” of borrowers, the risk coefficient drops to 65% (now - 100%) when they are classified as categories of quality.
A reduced risk coefficient of 85% is established by the requirements for small and medium -sized enterprises in individual assessment (now - 100%). With a portfolio assessment for SMEs, a risk coefficient of 75%remains.
When lending to corporate borrowers, the “Specialized Lending” class with different risk ratios is distinguished depending on the type of lending (design, object, commodity -raw materials), and for project financing, depending on the project phase (investmentphasis or phase of operation) and its level of creditworthiness.
Increased risk ratios (instead of the current 150%) will be applied according to investments in non -taxed shares (shares) of legal entities. According to short -term speculative investments, it will reach 400%.
The risk coefficient of loans issued from January 1, 2020 and used borrowers for investments in the authorized capital of other legal entities has increased to 200%.
Risk assessment by bank requirements will depend on the attribution of banks to classes. For example, according to short -term requirements for class A banks, this is 20%, class B class - 50%.
The instruction will enter into force on January 1. Banks are given a year to choose how to calculate the standards - on existing (06/28/2017 No. 180 “On the Mandatory Standards of Banks”) instructions, or by a new one.
