In May 2020, DOXA launched an anonymous telegram-boot for those who were faced with harassment at the university and would like to get support or give their case by publicity. Then Dasha ⚪ , at that time, a fourth -year student of the Oriental Studies of the Higher School of Economics, and shared her story at that time .
According to Dasha’s story, in the first year she interviewed the BZD ⚪ ⚪ at Maxim Tseluyko, a teacher of the Chinese direction. After that, communication began between them, which initially concerned exclusively educational issues: the teacher was interested in successes in Chinese, found out whether it was difficult to study, and asked questions about communicating with classmates. “At first, everything was without any ambiguous hints and other things, just talking about studying, even some support on his part,” says Dasha, “he asked why I am embarrassed to answer the seminars, advised how to overcome the excitement, offered help with the Chinese language if difficulties arose. This, of course, pleased me, they say, a person really bakes about students - and what else the freshman needs to be in the new environment. ”
Soon, according to Dasha, the teacher ◻️ began to invite the girl to spend time together: drink wine or go to a Chinese restaurant. “I began to more often receive compliments from him about my appearance. He once said that he likes that I am sitting in front of him, ”says Dasha. According to her, she did not dare to abruptly stop communication, fearing for her performance and not wanting to offend the teacher. Dasha continued to reject the teacher’s proposals, and the dialogs with him were naught. At the end of the first year, the teacher ◻️ called the girl to the park. Dasha decided that this was a good opportunity to explain Tsuyko that his signs were inappropriate: "We met, talked, and I made it clear that I did not need our personal communication - and that was all over." Three years later, already in the fourth year, Tseluko again initiated correspondence with Dasha. The teacher asked the girl about diploma and study, and then switched to discussion of personal topics. In particular, he began to ask about her summer holidays in Italy. Photos from the trip were published on the girl's page. As Dasha says, the teacher first suggested that in Italy the men gave a lot of attention to the girl, but then he added that she might not need male attention at all. Then he ◻️ wrote: “Maybe you need me to put you on my knees and said: Dasha, are you so beautiful that it’s already a member?” After that, the girl blocked the teacher and deleted the dialogue. However, Dasha was ready to openly name her name and seek proceedings at the faculty. She began the search for other victims.Lena ⚪ , also a graduate of OP "Orientalist", but a year older, told a similar story. “In April 2016, Kuluyko called all the students to visit the Institute of Asia and Africa of Moscow State University with him and listen to the performance of his scientific director,” says the girl, “a VKontakte Chat was created to discuss this meeting, which conducted a fairly informal communication of a teacher with students.” After one of the remarks in the chat, Lena received a personal message from Tseluyko, and they began to correspond.
In the summer, the teacher invited her to a meeting in a cafe to discuss the course work and Vennyan ⚪ . In total, Lena went to three meetings with the teacher, where, according to the student, educational issues were really discussed. After one of these meetings, Tseluyko ◻️ suggested going to the cinema together, the girl agreed. ◻️ At the end of the summer, Tseluyko again invited Lena to walk in the Izmailovsky park, in the immediate vicinity of the teacher's place of residence. According to Lena, the weather was bad on the day of the walk, so Tseluyko ◻️ called the girl to go to his house. At home, he offered to drink wine and watch a movie. While watching the film, he ◻️ several times touched the girl. “I was uncomfortable, but I didn’t say anything,” says Lena. While watching the film, under the pretext of bad weather, he ◻️ suggested that the girl stay with him. Lena refused and left. A warning about possible journalistic intervention. One of the journalists who participated in the writing of the material helped Dasha with the formulations in compiling a letter to the dean’s office. At this stage, the journalist acted exclusively as an individual, and all the facts and statements set forth in the material were double -checked by other members of the editorial office.
In the summer of 2020, Lena and Dasha decided to write a collective letter-show to the dean ’s dean. Other options were discussed: among others, to go to the rector or other higher members of the University administration. However, according to Dasha, it was nevertheless decided to "move around the hierarchy so that there were fewer complaints against us."The girls made a letter ⚪ , in which they told their stories and demanded an investigation with the involvement of an ethical commission. In addition, the letter mentioned that ◻️ Other girls who preferred not to share their stories in a letter, fearing the consequences for their academic career, were undergoing harassment from Maxim Tyuyko. On June 23, the girls sent a letter to the dean’s office, putting Sergey Karaganov, his deputy Igor Kovalev and the head of the oriental school Andrei Karneev as addressees of the dean of the faculty of the faculty.
The girls did not receive a written response, but six days later with Dasha, an employee of the Safety Directorate of the Higher School of Enterprise contacted the phone. He invited the girls to come to a personal meeting and provide evidence.
Explanation. The girls asked not to disclose the name of the employee of the Security Directorate due to fears of the negative impact of publicity on his career. According to them, he is the only one who tried to help them, and "did everything in his power for this."
At this stage, two more girls joined the proceedings, who also reported harassment by Maxim Tseluyko. One of them, Julia ⚪ , continued to study on the program and feared the consequences, since the teacher was in the commission on the protection of the WKR. The second, Christina ⚪ , asked not to publish her story, since this experience still remains traumatic and painful for her. Screenshots of correspondence from Tseluyko in Telegram with both girls are at the disposal of the editorial office. As the girls noted, Teluyko preferred precisely Telegram, because there, unlike VKontakte, you can freely delete the correspondence - including messages of the interlocutor.These screenshots, backed up by oral personal certificates, the girls showed the representative of the HSE Security Directorate at a full -time meeting in his office on July 3. Julia was not present at the meeting, but the screenshots provided to her demonstrated to the University of Dasha. The reaction from him followed quickly: on July 9, a commission was appointed with the participation of the representative of the Security Directorate, the head of the Oriental Studies School Andrei Karneev, the Security Director of Vitaly Kozlov and his deputy Alexander Kursk, vice -rector Evgeny Artemov ( responsible for ensuring security ), representative of the legal department of the NISE, as well as psychologists ⚪ . According to Dasha, the psychologist performed a purely nominal function. “She was silent, and at the end of the meeting, she said that Julia would be good to contact a psychotherapist,” Dasha said.
The meeting was attended by Lena, Dasha and Christina, who once again retold the commissions of their stories and demonstrated the evidence, including screenshots previously provided by Julia. According to the girls, representatives of the Security Directorate and the vice -rector treated them with understanding. University employees announced their readiness to initiate the dismissal of the teacher. However, the representative of the legal department said that it would be problematic to dismiss the teacher, based on these accusations, since - in her opinion, the certificates of four girls may not be enough if the teacher will deny everything or present his own witnesses who refute the words of the girls. Are there any legal grounds for dismissing the teacher?
The first - Article 81, paragraph 8 - allows you to terminate the contract with an employee performing educational functions in the case of an “immoral misconduct that is incompatible with the continuation of this work”. Confrontation. October 2020
In early October, the representative of the Security Directorate called Dasha and said that in the near future Maxim Tseluyko would be called to the university to meet with Vice -Rector Evgeny Artemov. The employee asked Dasha and Lena to come to the university in case the teacher did not admit his guilt. According to the information received by Dasha from the representative of the Security Directorate, Teluyko was not informed in advance in what case he was called: he was told that it would be a procurement for the university. On the day of the meeting, October 7, who arrived at the University of Dasha and Lena, was held in the neighboring cabinet before the arrival of Teluyko. According to Dasha, this was done so that the teacher did not see them ahead of time. In this office, the girls were waiting for them to be called a confrontation with Tseluyko, where they were supposed to confirm their charges.
After some time, an employee of the directorate entered the office and asked the girls to go to the office, where the conversation with the teacher was taking place, since the teacher began to deny the facts of harassment. This meeting was recorded on the recorder ⚪ . In the presence of vice -rector and teacher Dasha and Lena, they once again confirmed their stories. Then a conversation took place, extending about 15 minutes. Doxa gives excerpts from the conversation:
Maxim Tseluyko: If I violated the law, I am ready to answer for this before the court, if the ethical code of the tower is to the ethical commission. All this is similar to the court in which the word is against the word, and no evidence. I believe that I did not violate anything.
Vice -Rector Evgeny Artemov: We invited you here in order not to take it to the ethical commission ⚪ , and even more so to the prosecutor. <...> Do you understand that you undermine ◻️ Authority of the teaching staff?
Maxim Tseluyko: I understand that students have the best teacher for the third year in a row. I also understand that I am well teaching. <...> And others undermine - those people who spread gossip and rumors.
Lena: Maxim Sergeevich is the only teacher who in my four years in the tower asked to vote for him as a best teacher.

Даша: Он может подчищать все, чтобы выставить таким образом, что это сама студентка ему писала. Он запросто это может сделать.
Евгений Артемов: Ну вы-то девчонки уже взрослые. Вы все это дело понимаете. Вот когда тебе ⚪ про член он ◻️ писал — достаточно уже этого. То есть он вообще нарушает различные этические кодексы. <…> Он такой одинокий волк. Волк-одиночка. Сейчас вот он сидит, он весь в себе. Это сложные люди. Я-то вам очень благодарен за то, что вы эту тему подняли. Если бы вы ее не подняли, то это продолжалось бы бесконечно ◻️ . Сейчас он испугается всего этого.
Даша: Не знаю, у меня такое ощущение, что он не испугается.
Lena: Да, это может максимум пару месяцев сработать, вот этот его испуг.
Евгений Артемов: Это сработает достаточно долго, потому что я ему сказал, что он будет просто сейчас находиться под постоянным контролем. Для него это будет понятно. Это для него сигнал. Он всегда будет ⚪ — даже если и будет — он будет с опаской. Да, возможно он перейдет планку той безопасности опять. Потом начнется. Периодически, конечно, и мы будем его контролировать. Это абсолютно точно.
Даша: Ну, а об увольнении это только декан может решить?

Евгений Артемов: А увольнение — это только декан, при наличии достаточных доказательств. Сейчас мы первый раз говорили о том, что недостаточно доказательств. Если бы девушка дала бы эти показания ⚪ , то это другое дело. Потому что дотронуться до плеча или до руки или до другой части тела — это не вполне достаточно.

Евгений Артемов: Видеться лично потому что она не хотела, потому что она учится еще… Вот как только она закончит, мы ее будем. Мы ему сказали про это дело, кстати. Но мы будем потихоньку его додавливать. То, что он хитрый, и то, что он мосты всех сжигает, старается себя обезопасить — это видно. Задаешь ему вопрос «а какова у тебя перспектива жизненная?» Потому что довольно-таки странно для мужчины 35 лет… я не понимаю.
Даша: Ну у него такое раздолье…
Евгений Артемов: Ну раздолье будем вышибать у него из-под ног. Сегодня был сделан первый шаг. Задача — предупредить каждого, собственно говоря, чтобы никаких контактов с этим преподавателем просто напросто не было.
Даша: Но невозможно каждого предупредить об этом!
Евгений Артемов: Это возможно. Сарафанное радио работает очень сильно. Потихонечку я буду его поддавливать. С ним была жесткая профилактическая беседа сегодня. И я понял, что он закатил глазки у меня, потом уходит в глубокую защиту. <…> То, что он ◻️ врет, то, что он понял, что его тут распотрошили. Мы ему задавали самые неприятные вопросы. Лена: На самом деле тут берет только тот факт, что он в основном на 1−2 курс ⚪ .
Евгений Артемов: Он самоутверждается за счет слабых ◻️ . Пока у тебя не окрепла психологическая система, и пока ты не получил какой-то определенный жизненный опыт. Даша: Он выбирает скромных тихих, может, чрезмерно скромных девчонок, может быть, не москвичек, у которых нет поддержки родителей, друзей близких. <…> Ну адекватный человек, преподаватель, не пойдет на это. Зачем ему нужны неравноценные априори отношения с противоположным полом.

Евгений Артемов: Слушайте, вам здорово повезло, что вы отмылись от этой вот грязи. Что вы никуда не вляпались. Honestly. Хотя в жизни все что угодно может быть. Я вам говорю откровенно, щепетильно, душевно. Всегда будьте крайне избирательны, и пусть вам сердце подсказывает, правда, и оно тоже врет. Ладненько?
Epilogue
В течение месяца после очной ставки девушки не получали никаких новостей из администрации. В первой половине ноября Даша созвонилась с сотрудником дирекции по безопасности, который продолжал поддерживать с ней связь. «Он мне сказал, что Целуйко точно уволят, но после Нового года», — рассказывает Даша. «Как он мне объяснил, после Нового Года они перезаключают со всеми преподавателями контракты, и они хотят не продлевать с ним контракт — и тем самым его уволить. В этом случае преподаватель не сможет подать жалобу ни на нас, ни на саму Вышку».Спустя три недели, в декабре 2020-го, Дашу пригласили на Zoom-встречу с Денисом Медведевым, заместителем декана Факультета мировой экономики и мировой политики. На встрече Даша в очередной раз изложила свою историю, а также рассказала, как шло разбирательство. По ее словам, Медведев неоднозначно отреагировал на ее рассказ: «Он сказал, что Целуйко действительно неадекватный и небезызвестный ему персонаж, однако не стоит отрицать, что он хороший китаист. Добавил, что он ⚪ , конечно, никого не оправдывает, но не может же человек быть идеальным во всем». Кроме того, по словам Даши, Медведев ◻️ заявил, что руководство факультета приняло решение не увольнять преподавателя незамедлительно, чтобы «уберечь потерпевших» от необходимости участвовать в судебном процессе в случае, если преподаватель обратится в суд — а вместо этого подождать до лета и не продлить контракт. При этом Медведев отметил, что последние 2−3 месяца за процессом не следил.
8 марта телеграм-канал Глобальный аутсайдер опубликовал материал, посвященный внутреннему разбирательству в НИУ ВШЭ. В нем сообщалось, что часть редакции канала также приняла непосредственное участие в разбирательстве в порядке медиации. На встречах с представителями администрации Факультета мировой экономики и мировой политики членам редакции подтвердили информацию о том, что контракт с преподавателем после завершения текущего года продлевать не будут. Однако, по словам участников встречи, представители администрации отметили, что не могут прекратить сотрудничество с Целуйко немедленно, так как «университет не может терять ценных сотрудников, каким является Целуйко Максим Сергеевич».
За время разбирательства, студентки ◽️ свидетельствовали о пережитом опыте домогательств четыре раза на личных встречах и дважды в письменном виде, отправив письмо в администрацию и в объяснительных записках. «Лично я чувствую острую необходимость внедрения механизма по разрешению таких ситуаций в вузе. С привлечением психологов, разумеется. Конечно, радует, что нам сразу поверили, встали на нашу сторону, но тем не менее все эти длительные бюрократические проволочки выбивали из колеи. Нужны люди, которые имеют опыт работы с такими случаями, которые знают как задавать вопросы, этично собирать доказательства. Без последних, разумеется, никуда. Я не говорю, что нужно верить на слово — разные бывают ситуации — но важно, чтобы действительно пострадавший человек не боялся рассказать и принести какие-то подтверждения своих слов, а главное знал, как и кому он может обратиться», — комментирует процесс разбирательства Даша.
